On March 10 , 1987 the Board continued to March 24, 1987 at 2:30 p.m. the hearing on the recommendation of the San Ramon Valley Area Planning Commission on a request by Merle Hall Investments to amend the County General Plan from Single Family Residential Low Density to Multiple Family Residential High Density to allow for development of a congregate care senior housing project in the Alamo area (27-85-SR) ; James Cutler, Chief Comprehensive Planning, Community Development Department, gave the staff presentation and commented on the Environmental Impact Review being approved by the San Ramon Valley Area Planning Commission and discussed the housing element of the County General Plan, the parks plan of County Service Area (CSA) R-7A, the two historical homes on the site, and commented on the staff recommendation and the San Ramon Valley Area Planning Commission recommendation. Supervisor Powers questioned whether the San Ramon Valley Area Planning Commission had taken a field trip to the site or any similar project. The Chair opened the hearing. The following persons appeared to make the applicant' s presentation: Merle D. Anderson, 3176 Danville Blvd. , Alamo, Alamo Improvement Association; Myrna Fourcade, 2183 Danville Boulevard, Walnut Creek, Association For the Preservation of Danville Boulevard; Roy S. Bloss, 1490 Laurenita Way, Alamo; Linda Moulton, Contra Costa County Demographer, responded to Supervisor McPeak' s concerns regarding population figures in Alamo; The following persons appeared to express their concerns on the issue: Phil Flores, 225 Tangeren Court, San Ramon, Dublin-San Ramon Senior Center; Barbara M. Lee, 3118 Perra Way, Walnut Creek; J.M. Spinello, 77 N. Jackson Way, Alamo; J.J. Spinello, 77 N. Jackson Way, Alamo; The applicant spoke in rebuttal. All those who desired having spoken, the public hearing was closed. Supervisor Schroder recommended deferring decision on this matter to the April 7 , 1987 determination calendar. He also recom- mended that Board members who had not done so visit the site. Supervisor Torlakson requested County Counsel to investi- gate a reversionary clause, deed restriction and the possiblity of the deeding of development rights and inquired how binding these would be on future boards. IT IS BY THE BOARD ORDERED that the recommendation of Supervisor Schroder is APPROVED and decision on the recommendation of the San Ramon Valley Area Planning Commission on a request from Merle Hall Investment to amend the County General Plan (27-85-SR) is DEFERRED to the April 7 , 1987 and County Counsel is REQUESTED to address the concerns of Supervisor Torlakson relative to this matter.
