HomeMy WebLinkAboutMINUTES - 03241987 - S.8 Sg TO: BOARD OF SUPERVISORS Contra FROM: Tom Powers, First District Supervisor Costa DATE: March 24, 1987 County SUBJECT: Public Information Campaign On Landslides in the E1 Sobrante Valley SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION Recommendation: 1. that the Contra Costa Board of Supervisors instruct county staff from the Office on Emergency Services, Community Development Department, and Public Works Department to review current and potential landslide areas in the E1 Sobrante Valley. Once these areas are identified, county staff should meet with representatives from the East Bay Regional Park District, East Bay Municipal Utility District, the City of Pinole, the City of Richmond, and E1 Sobrante. 2. that county staff should endeavor to create maps for public review and for use by all public agencies identifying current and potential landslide areas. 3. that building departments prepare procedures to insure that building does not occur in identified slide areas or where landslides may be potentially hazardous to structures. These procedures should include guidelines for grading to make certain that grading does not cause potential slides. 4. that county staff adopt procedures to ensure that proper soil studies are conducted on lands in the E1 Sobrante Valley. 5. that other public jurisdictions in the El Sobrante Valley should be encouraged to adopt similar protective procedures. Background: The E1 Sobrante Valley has many areas that are not suitable for development because of the serious risks of landslides. A lawsuit by 28 El Sobrante homeowners from the La Cima area over a massive landslide in 1983 alleged that the County was negligent. In settling this lawsuit, the County spent $50,000. In another slide-related development, 14 townhouses in the Quail Hill subdivision have been declared unsafe because of slide problems. Many times people who own homes or businesses lack the necessary information about current and potential landslide dangers. A public information campaign would help potential buyers locate property in areas suitable for development. In addition, the County would help people avert the type of tragedy that occurred in 1983.
