SUBJECT; Proposed Transportation Legislation
Supervisor Tom Powers brought to the attention of the
Board proposed legislation dealing with changing the percentage of
sales tax revenue allocated to BART and an increase of tolls on
the Bay, San Mateo and Dumbarton Bridges.
IT IS BY THE BOARD ORDERED that the proposed legis-
lation relating to transportation issues is REFERRED to the
Transportation Committee (Supervisors Schroder and Torlakson) for
review.

Dear Sunne:
Transportation continues to be one of the most critical issues
facing Contra Costa. While there are ample projects which would improve
the traffic situation, the funding sources necessary for development of
these projects remain scarce. Consequently, it is our obligation to do
all that we can to seek those dollars that may be available.
Enclosed, please find copies of articles concerning legislation
proposed by Senator Boatwright dealing with changing the percentage of
sales tax revenue that is allocated to BART. His proposal would alter
the existing revenue split from the current system of 75% to BART and
25% to Muni/AC Transit to a system where BART receives 100% of the 1/2
cent sales tax. Prior to 1977, this latter approach was in use.
The Board of Supervisors should ask staff to review the provisions
of the legislation and report back to us prior to consideration of the
Board's position on the bill at the March 24 meeting.
Furthermore, Assemblyman Campbell has proposed AB 1134 which would
increase the tolls on the Bay, San Mateo and Dumbarton Bridges from 75
cents to $1.00. In light of the efforts being made by our legislative
representatives, a meeting with them to discuss the situation would be
helpful .
