HomeMy WebLinkAboutMINUTES - 03241987 - S.3 TO: BOARD OF SUPERVISORS Contra FROM: Supervisor Nancy Fanden Costa DATE: March 24, 1987 for consideration on County March 31 , 1987 SUBJECT: Coordinating Hazardous Waste Applications SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: That the County Administrator report to the Board on methods of coordinating and evaluating hazardous waste applications. Ensuring that a coordinated waste disposal program be developed that addresses the specific disposal needs of Contra Costa County. . The following items should be included in this report: o methods such as model conditions of approval that would require the hazardous waste operator to facilitate on site recycling, and on site treatment, in addition to ensuring the most environmentally sound, state of the art disposal possible. - 0 ossible.- o discuss a renewable use permit to require that the project (or projects) always be using current, state of the art technology. o review controlling the type of waste and quantity of waste to ensure that county needs are met and that Contra Costa not become the Hazardous Waste Dump for the rest of the State. o both the City and County are permitting agencies. Recommend methods for coordinating permits, regulating, and collecting fees for servicej, BACKGROUND: Currently there are two applications in effect for hazardous waste disposal. Further, the Board has directed the Hazardous Materials Commission to develop a hazardous waste management plan pursuant to AB 2948 . Because this plan is yet to be described, it is imperative that the two projects,-I .T. in unincorporated Martinez and Stauffer in the City of Martinez, be looked at jointly to ensure that the environment is protected and that county needs are met. I .R. process . Review the possibility of conditioning Contamination free soils as an element of the approval process . o that transportation routes and safety of trucks carrying hazardous waste to these facilities be scrutinized fully , and that all controls available to ensure safe transit be enforced. Contra FROM: Supervisor Nancy Fande Costa DATE: County March 24, 1987 Coun REVIEW._SFN.--=JOHN!'GARAMFNDI'S--SB-5.5 0 SUBJECT: SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: That the Board of Supervisors ask for a review of SB 550 which would create the Cancer Control Planning Council. BACKGROUND: Recognizing that 87,000 Californians will be diagnosed with cancer this year & pointing to the efforts underway in other states, Sen. John Garamendi (D-Stockton) has introduced legislation to develop a comprehensive cancer control plan for the state. Garamendi ' s bill, SB550, unveiled before the American Cancer Society Calif. Division board of directors, would create the Cancer Control Planning Council to develop a comprehensive cancer control plan for Calif . based on the goals of the National Cancer Institute' s Year 2000 Report. Major goals of the report include reducing smoking by 50% by 1990, particularly among young people; reducing the level of fat consumption in our diets; developing comprehensive educational programs for schools & health care providers; providing incentives for university-based postdoctoral bio-medical researchers; & increasing the adoption of state-of-the-art cancer treatment techniques. SB550 is the product of a hearing of the Join Commission on Science &, Technology investigating the current status of cancer research & prevention activities.
