RESPONSE TO BOARD REQUEST OF MARCH 17, 1987 ON THE PROVISION OF COUNTY
STAFF ASSISTANCE TO THE TASK FORCE ON THE HOMELESS AND THE OFFICE ON
HOMELESSNESS
I . RECOMMENDED ACTIONS:
1. As requested by the Board of Supervisors, staff members of the County
Housing Authority, Social Services Department and Community Development
Department will assist the Steering Committee of the Task Force on the
Homeless and the Office on Homelessness to establish a policy and procedure
for the Housing Crisis Prevention Fund. A meeting has been set for
2:30 p.m, on March 24, 1987 to review a draft of the proposed policy and
procedure for this revolving loan fund. Following this meeting, the
revised draft of the policy and procedure will be promptly circulated to
the Steering Committee of the Task Force on the Homeless for review and
final approval . The staff of the three County Departments will assist in
whatever way necessary to expedite the establishment of this policy and
procedure and to make the revolving loan fund operational .
2. The Board of Supervisors should take action to modify the 1987-88 Community
Development Block grant (CDBG) funding condition No. 1 for the Housing
Crisis Prevention Fund to be administered by the Task Force on the Homeless
as follows:
Condition No. 1 - County CDBG funds in the amount of $30,000 are to be
released upon the securement of $20,000 in private donations and a
commitment of the Task Force on the Homeless to pursue matching funds from
the Concord and Walnut Creek CDBG programs.
3. The Board of Supervisors should authorize the Chair of the Board to sign
letters to the cities of Concord and Walnut Creek which support the
applications of the Task Force on the Homeless for CDBG funds from these
two cities and strongly encourage positive funding commitments.
4. The Board of Supervisors, acting as the Board of Commissioners of the
County Housing Authority, should authorize the Executive Director of the
County Housing Authority to provide interim administrative assistance to

the Office on Homelessness until CDBG funds from the County are released to
pay for administrative costs for the Office on Homelessness. Interim
administrative assistance from the Housing Authority will be in the form of
payment of temporary services contracts to staff the Office on Homelessness
and to administer the Housing Crisis Prevention Fund.
5. The Board of Supervisors should acknowledge that in addition to this
Housing Crisis Prevention Fund to be administered by the Office on
Homelessness, the County has a Critical Family Needs/Housing Assistance
Fund which is currently in operation. This fund is administered by the
Volunteer Services Program of the County Social Services Department. On
January 20, 1987 the County through the Social Services Department's
Volunteer Services Program received a grant of $88,750 from the San
Francisco Chronicle's Season of Sharing Fund to establish this emergency
assistance program. As of March 20, 1987, a total of 53 families have been
assisted with $32,105 to take care of critical family needs and housing
assistance. This emergency assistance program will continue until the
$88,750 funding amount is exhausted.
III. BACKGROUND FOR RECOMMENDATIONS:
On March 17, 1987 the Board of Supervisors directed the County Housing
Authority, Social Services Department and Community Development Department to provide
immediate technical assistance to the Task Force on the Homeless and the Office on
Homelessness to initiate use, as soon as possible, of the Housing Assistance Fund for
emergency assistance to the homeless in Contra Costa County.
On March 20, 1987 a meeting was held to discuss and carry out this Board
directive. Those in attendance were: Bob Jornlin and Elena Hopkins of the Social
Services Department; Dennis Fransen and Jim Kennedy of the Community Development
Department; Carol Severin of the Office on Homelessness; and Perfecto Villarreal of
the County Housing Authority. Each of the three County Departments is committed to
assisting the Office on Homelessness and the Task Force on the Homeless in
developing, as quickly as possible, the policy and procedure for the Housing
Assistance Fund to be administered by the Office on Homelessness and to make this
fund operational so it can assist individuals and families who are faced with a
housing crisis. In order to achieve these two goals, the Board of Supervisors is
requested to adopt the five recommendations outlined in this report.
