SUBJECT: Alamo Area Park Site Acquisition - County Service Area R-7A Request
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Declare intent for County Service Area R7-A to purchase from
the Trust for Public Lands, the property known .as the Magee
Site, 1025 La Gonda Way, Danville, California and an addi-
tional property to provide direct Alamo access across the San
Ramon Creek, and to construct an access bridge across San
Ramon Creek and develop at least 6 acres of the Magee site for
park use subject to the following conditions:
a. Arrangement of deferred financing through certificate of
participation using the Contra Costa County Public
Facilities Corporation;
b. Agreement with the Town of Danville regarding joint
ownership, future development, operation, maintenance,
and debt service.
2. Direct staff to proceed with necessary actions to arrange
apppropriate financing.
FISCAL IMPACT
Substantially commits County Service Area R-7A revenues to this
singular project for as long as 20 years. The project would be
financed through issuance of $2, 650,000 of deferred finaning to be
jointly repaid by the Town of Danville and County Servic, A a
R7-A.

BACKGROUND/REASONS FOR RECOMMENDATIONS
On October 1, 1985 the Board of Supervisors authorized the Public Works
Department to begin negotiations for acquisition of properties identified by
R7-A as the highest priority based on the R7-A Parks Plan. The Magee property
was considered the number one priority. Subsequently, the Trust for Public
Lands secured an option on the site to preclude a sale to private development
interests. The option has been extended once and must be exercised by April 1,
1987 . The Citizens Advisory Committee for County Service Area R7-A and the Town
of Danville recommend a joint purchase arrangement. The property is cut in half
by the municipal boundary.
Discussions have been undertaken for the past several months to refine the
project content and develop terms acceptable to R7-A Alamo, the Town of Danville
and the County. In addition, agreements are being drafted and financing
arrangements are in the early stages. The Trust for Public Lands requires a
strong indication that the project will proceed prior to exercising its option.
