SUBJECT: USE OF MINORITY- OR WOMEN-OWNED BUSINESS TO PROVIDE PROFESSIONAL SERVICES,
WEST COUNTY JUSTICE CENTER PROJECT
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
ACCEPT Report from the County Administrator proposing special efforts to select local
minority- or women-owned businesses to provide professional services during the design and
construction phases of the West County Justice Center project.
REPORT:
A. BACKGROUND:
The West County Justice Center project began on December 14, 1982, when the Board of
Supervisors established the Correctional Facility Planning Task Force to provide
policy oversight for the County's preparation of its application for the State's County
Jail Capital Expenditure Funds. Between 1983 and 1986, the County selected several
professional services consultants to provide programming, architectural and engineering
design, project management, geotechnical investigations, surveying, environmental
review and land valuation. During the selection of these consultants the County had no .
affirmative action policy for the selection of professional services consultants. .
Although these firms have non-discriminatory personnel practices and affirmative action
plans, none qualify as minority- or women-owned businesses.
B. PROPOSED MITIGATION:
In the spirit of the proposed Minority and Women Business Enterprise Program Policy,
the County has identified opportunities where required future professional service
consultants could be selected consistent with developing County affirmative action
policies (currently under consideration by the Board as 'a separate action). Consultant
services required during the remaining design period and during construction are:
1. Space planning, furniture inventory and signage
2. Construction testing
3. Subconsultant services for construction management
4. Consolidation of "as-built" drawings
The selection of these consultants will be, consistent with existing County procurement
requirements for public notification. Special efforts will. be made to locate and
identify local minority- or women-owned businesses for consideration in the consultant
selection process and consistent with County affirmative action policies in effect at
the time of selection.
