BACKGROUND In recent months, California has been experiencing increasing seismic activity with quakes occurring in Palm- kprings, Coalinga and as close as Oakland in the Bay Area. In Contra Costa, five known active faultlines extend through the county, raising much concern about the potential for severe loss of life and damage to property in the event of a major earthquake. To address this concern, Governor Deukmejian has designated the entire month of April for Earthquake Preparedness to educate Californians about earthquake risks in the state and to encourage them to prepare themselves and their family. The State Office of Emergency Services, Southern California Earthquake Preparedness Project and the Bay Area Regional Earthquake Preparedness Project have organized and are coordinating a statewide Earthquake Preparedness Campaign to encourage the public to take action to make their homes, workplaces, schools and neighborhoods damage resistant and earthquake prepared. In Contra Costa, a countywide earthquake symposium is scheduled for Friday, April 10th, at the Walnut Creek Civic Arts Theatre to educate the community on being prepared for a major earthquake. CC: ATTESTED PHIL BATCHEL CLERK OF THE BOARD OF SUPERVISORS AND UNTY ADMINISTRATOR BY D M382/7-83 1 � IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of Proclaiming ) April 1987 as Earthquake ) RESOLUTION NO. 87/159 Preparedness Month ) WHEREAS the recent State and worldwide increase in seismic activity is likely a precursor of more earthquakes of damaging intensities in the future; and WHEREAS Contra Costa County is situated on five known faults and has experienced moderate to severe shaking in the recent past; and WHEREAS Contra Costa County is likely to continue to experience earthquakes of damaging intensities in the future; and WHEREAS emergency preparedness measures taken by this community before, during and after a damaging earthquake can reduce loss of life and damage to property, ease fears and lessen confusion; and WHEREAS with the assistance of the Governor's Office of Emergency Services , volunteer agencies, private businesses , and the Federal Government, the Contra Costa County Office of Emergency Services will prepare and disseminate materials to inform and educate Contra Costa County employees and residents about earthquake preparedness efforts during the month of April 1987 and throughout the year; NOW THEREFORE BE IT RESOLVED by the Board of Supervisors of Contra Costa County that the month of April 1987 is hereby PROCLAIMED Earthquake Preparedness Month, and all residents are URGED to obtain information on what to do before, during and after an earthquake to reduce injuries, loss of life and property damage. BE IT FURTHER RESOLVED that each City Council in the County is URGED to join the Board of Supervisors in this proclamation and to assist their citizens in preparing for a major earthquake. PASSED on March 214 , 1987 by unanimous vote of the Board members present.
