Miner, Executive Director Contra a Contra Costa County Private Industry Council Costa DATE: March 12, 1987 @ Co^ SUBJECT: Authorizing Submission of State Education Coordination and Grants Requests for Proposals SPECIFIC REQUEST(S) OR RECOMMENDATION(_S) &BACKGROUND Alm JUSTIFICATION I. RECOMMENDED ACTION: Authorize the Board Chair to execute on behalf of the County, certain State Education Coordination and Grants (SECG) Requests for Proposals (Job Training Partnership Act 8% Funds) for submission to the State Department of Education for possible funding during Program Year 1987-88 (July 1, 1987 - June 30, 1988) and also to authorize the Executive Director, Contra Costa County Private Industry Council (PIC), to execute and submit on behalf of the County, other SECG RFP's received after March 16, but on or before April 6, 1987. II. FINANCIAL IMPACT: None. 100 percent federal funds being requested. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: On February 11, 1987, the State Job Training Coordinating Council approved the process, priorities, and criteria for funding the RFP (Request For Proposal) portion (30%) of the State Education and Coordination Grants (SECG) 8% funds under the Job Training Partnership Act. As part of this RFP process, applicants (either local education agencies or Community Based Organizations) must have their RFP's approved for submission by the Chief Elected Official, the PIC Chair and the Administrative Director of the local Service Delivery Area (SDA). (Signatures indicate that programs proposed meet a PIC need and do not unnecessarily duplicate an existing program.) Completed RFP's must be submitted to the State Department of Education in Sacramento no later than 3:00 p.m. on April 6, 1987. AND ENTERED ON THE MINUTES OF THE BOARD ABSENT: ABSTAIN: OF SUPERVISORS ON THE DATE SHOWN. cc: County Administrator ATTESTED _ MAR 2 4 1987 County Auditor-Controller PHIL BATCHELOR, CLERK OF THE BOARD OF Private Industry Council SUPERVISORS AND COUNTY ADMINISTRATOR BY M382/7-83 ,DEPUTY Board Order Page Two Due to the short time frame and in order to provide local agencies maximum opportunity to prepare the actual RFP, the Private Industry Council of Contra Costa County on March 3, 1987 requested interested parties to submit a short summary (two copies of the RFP signature page) to the PIC office by noon on Monday, March 16, 1987 reviewed all summaries and approved their submission. The Private Industry Council also suthorized the PIC Executive Director to sign off (on behalf of the PIC Chair) in any 8% RFP's received after March 16 but on or before April 6, 1987. The 8% RFP (in accordance with the recent amendments to the Job Training Partnership Act of 1982) addresses the following three priorities: 1) Literacy training -for youth ages 16-21; 2) literacy training for adults; and 3) dropout prevention and reenrollment services for high risk youth. Individual projects are limited to $50,000. x
