Bragdon, Cc ltra Director of Community Development Cx)sta DATE: March 9, 1987 Authorize Agreement between County and Bethel Isl@tneQ0urty SUBJECT: Regarding Funding of the Bethel Island Specific Plan and Agreement between County & EDAW for the Preparation of the Specific Plan SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION Authorize the Chair to sign an agreement ( 1) between County and Bethel Island Partners regarding funding of the Bethel Island Specific Plan and a program of remuneration to the Bethel Island Partners and ( 2) between County & EDAW for the preparation of the Bethel Island Specific Plan and associated EIR/EIS for an amount of $445,300. FISCAL IMPACT None to County. BACKGROUND The means to pay for the preparation of a Specific Plan for the Bethel Island area has been a topic of exploration for approxi- mately six years with meetings having been held by the County with the community and EDAW. Approximately two years ago, the County allocated $50,000 from the Special District Augmentation Fund for the preparation of a very limited amount of work regarding water as part of a Specific Plan. Without sufficient additional funds to complete the plan, the program was "set-aside" . Recently, a funding source was identified which will allow for the preparation of a Specific Plan and associated environmental documents, thereby allowing the commitment of $50,000 to be returned to the County Special District Augmentation Fund. The work proposed is included in the Bethel Island Specific Plan Study. Bethel Island Partners have agreed to finance all costs associated with the preparation bf the Bethel Island Specific Plan and the Associated EIR/EIS. The agreement submitted commits the Bethel Island Partners to financing immediately all costs of the Plan & EIR and the agreement also details .a._.plan._of .remunera- tion to present members of the partnership- by- -future development/developers within the area not hewing contributed to the initial financing package of $528,286. The total cost will be $528, 286 which amount includes $82, 986 that will be paid to the County for staff time involved in the program. The program will be administered and managed by the Department of Community Development with the consultants working for the County. It will be coordinated with the County' s Countywide General Plan Program and no plan will be adopted until that program is completed. EDAW has been selected as the planning consultant that will provide the professional services in the preparation of a Specific Plan and a joint Environmental Impact Report (EIR) and Environmental Impact Study (EIS) .
