SUBJECT: Hearing on Proposed General Plan Amendment GPA 8-84-CO in
the Oakley Area.
The Board on March 10 , 1987 continued to today the hearing
on the recommendation of the East County Regional Planning
Commission on a proposed amendment to the County General Plan (GPA
8-84-CO) which includes the review, revision and reorganization of
land use designations for approximately 9 ,000+ acres of land
situated within the Oakley planning area boundaries. Part of the
project also includes updating the following general plan elements
as currently contained in the 1978 East County Area General Plan :
Land Use, Housing, Circulation, Noise, Safety, Community Facilities,
Agriculture, Open Space and Conservation;
Karl Wandry, Deputy Director of Community Development,
briefly summarized the proposed amendment , commenting on the number
of units, job housing balance and growth management.
The following people appeared to speak:

Otto Holtz, 570 Mira Vista, #203, Oakland, real estate
attorney representing Bay Chapter of the Sierra Club;
Wade W. Loo, 2803 San Ardo Way, Belmont;
Marta Self, 1 Northwood Drive, Orinda, McGill, Martin &
Self, representing Oakley property owners;
Christy Schneider, 1993 Chardonnay Drive, Oakley, repre-
senting Oakley Residents for Responsible Growth;.
Neal Draper, 2717 Lone Tree Way, Antioch, representing
properties in the area;
Frank Bellecci , 1820 Galindo Street #220 , Concord, repre-
senting properties in the area;
A.R. Compaglia, 921 Ulfinian Mt. , Martinez, representing
California Land Research;

The Chair closed the public hearing.
Bob Connors , Contra Costa County Flood Control , presented
written responses to questions on drainage east of Marsh Creek
raised during a field trip on March 6 , 1987 .
Supervisor McPeak presented for the file written comments
submitted by Kent Fickett.
Mr. Wandry re-presented the March 6 , 1987 letter from the
Oakley Fire Protection District requesting a future fire station in
the area of Live Oak and Laurel.
The Board discussed the proposed General Plan Amendment,
considered each item on the discussion checklist and the proposed
amended language presented by Supervisor Torlakson.
IT IS BY THE BOARD ORDERED that the General Plan Amendment
8-84-CO in the Oakley area is APPROVED in concept; and staff is
REQUESTED to prepare for the Board' s approval on the April 7 , 1987
determination calendar the proper wording, taking into con-
sideration items resolved by consensus on the discussion checklist
and the amended language for the General Plan.
As recommended by Supervisor Torlakson, IT IS FURTHER
ORDERED that the two study issues, one on the landscaping plan for
the Oakley area, and the other on the industrial land needs,
omitting the Dupont reference, are REFERRED to staff.
