THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on March 17, 1987 by the following vote:
AYES; Supervisors Fanden, Schroder, Torlakson, McPeak
NOES; None
ABSENT; Supervisor Powers
ABSTAIN; None

SUBJECT; Mental Health Treatment Specialists
Deep Class Negotiations
Henry Clarke, General Manager, Contra Costa County
Employees Association Local 1 , appeared before the Board this date
and expressed concern that the negotiations between the Mental
Health Treatment Specialist Unit of Local 1 and the Health Services
Mental Health Division relative to deep class had reached an
impasse over the issues of mobility within the class and the use of
flagged positions.
The following persons appeared and urged that the
flexibility of the deep class be retained and that the flagging of
certain positions be discontinued:
Valerie Irwin, Mental Health Treatment Specialist;
Dr. Stanley Hutter, Staff Psychologist;
Dr. Susan Green, Clinical Psychologist;
John Allen, Mental Health Treatment Specialist; and
David Shaw, Mental Health Treatment Specialist.
Scott Tandy, Assistant County Administrator, stated that
the State Conciliation Mediation Service had indicated that they
would be willing to mediate the matter.
Board members being in agreement, IT IS ORDERED that the
County Administrator is REQUESTED to seek the assistance of a State
mediator to aid in resolving the impasse in the negotiations
between the County and Contra Costa County Employees Association
Local 1 , Mental Health Treatment Specialists Unit.
IT IS FURTHER ORDERED that the County Administrator and
the Health Services Director are REQUESTED to report back to the
Board as soon as possible on the progress of the negotiations.
