HomeMy WebLinkAboutMINUTES - 03171987 - S.5 TO: BOARD OF SUPERVISORS Contra FROM: Supervisor Tom Torlakson Cost-a DATE: March 17 , 1987 Coul ty SUBJECT: YOUTH IN GOVERNMENT PROGRAM SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Adopt the "Youth in Government Program" concept through the passage of a proclamation declaring the week of April 26, 1987, as "Youth in Government Week. " Refer to the County Administrator to develop the program with representatives of the Kiwanis Club and to coordinate with appropriate county staff and with members of the Board of Supervisors their participative role in the program. Schedule April 28, 1987, for students selected from our local high schools from each supervisorial district to attend the Board of Supervisors meeting. BACKGROUND INFORMATION: Over the past several years, the Kiwanis Clubs throughout the county have successfully sponsored and coordinated a Youth in Government program during the month of April. The program goals are ( 1 ) to improve communication between young people and local government; ( 2) to provide a positive image of today' s youth; and ( 3 ) to educate and provide positive experiences and observations for young people of the processes of government in action. The attached materials will provide additional background. Kiwanis Youth in Govt. Programs SUBJECT: County Youth In Government Program. As you know, for seven years in a row, Delta Kiwanis has sponsored a highly successful Youth In Government Week for the City of Antioch and the Antioch Unified School District. This year, Mr. Fran Frey, Lt. Gov. of Kiwanis Division 26, is organizing a county- wide program, hopefully to involve 13 Kiwanis Clubs, 24 public high schools, and 18 incorporated cities of Contra Costa. (See i nc 1 osure #1 for packet of materials describing that activity. ) In addition to those city programs, it is believed that County government should be interested in a similar program to acquaint the youth with that level of governmental structure. Such a county pro- gram would be jointly sponsored and supported by all the Kiwanis clubs of Contra Costa, and would be relatively simple to organize. The following are my suggestions for a step-by-step process: Step_ 1 board of Supervisors issues appropriate proclamation declaring the week of April _____ County Youth In Government Week. (See Incl #2 - draft ) Letters, with nomination/application forms, sent to each of the 24 public high schools. (See Incl #3 - draft ) .3. Each of the 24 high schools submits the name of one ( 1 ) student candidate they have selected to participatein the program. The process would be locally contro11ed, but would involve student applications indicating first 3 choices of offices preferred. 4. by (date) , students will receive their assignments. If more than has asked for a position, a drawing is held to determine the one to receive the assignment. 5. On Tuesday, April ___, the selected student representatives will ,join their offical counter-parts for a day of on--the-job obser- vation and participation. For example, student "Supervisors" will join counterparts during conduct of official meeting. 6. Follow up event : If possible, a dinner/banquet with students, officials, Kiwanis representatives, and possibly others gathered to commemorate the affair. Certificates, awards, speeches, and individual comments to be orchestrated. (Problem: How to pay for the event? Need a sponsor ! ) 7. Publicity: County Information Officer should make every effort to get the media (newspapers, radio, TV) involved to provide a positive recognition�n of today' s youth. If needed, Fran Frey and I will be available for questions. DRAFT: County Proclamation/Announcement - Youth In Government CONTRA COSTA COUNTY - YOUTH IN GOVERNMENT WEEP. During the week of April , the Kiwanis Clubs of Centra Costa are .joining with the officials of County government to sponsor positive rec- ognition of our youth population. At that time students from the twenty- four public high schools of this county will .join with their official counterparts to observe and participate in the governmental processes. Goals: ( 1 ) Improved communication between young people and the government of Contra Costa a County. (c) Provide a positive image of today' s youth. From the 24 public high schools in the county, one ( 1 ) each student will be selected -to work with and observe an official counterpart. Remember, only one from our school can be selected for this activity with the county (however, other students may be participating with the city government ) .
