BACKGROUND: John Ginochio, President of the Contra Costa County Farm Bureau, has asked that Contra Costa County join several other Counties in the state that are supporting funding legislation for County Weights and Measures. Attached is a copy of the Resolution of the Contra Costa County Farm Bureau that was passed by their Board of �- Directors at their regular meeting on February 25, 1987 . CC: County Administrator ATTESTED March.. .17 , .1987 Dept . of Agriculture _ Contra Costa County Farm Bureau r Phil Batchelor, CWrk of the Board of Supervisors and County Administrator M382/7•83 BY DEPUTY RESOLUTION OF THE CONTRA COSTA COUNTY FARM BUREAU SUPPORTING PROPOSED COUNTY WEIGHTS AND MEASURES FUNDING LEGISLATION WHEREAS, agriculture is the number one industry. in California; and WHEREAS, the accuracy of weighing and measuring devices used in com- mercial transactions is crucial to the protection of both buyers and sellers of agriculture commodities; and I i WHEREAS, county weights and measures programs are essential in assuring the accuracy of commercial weighing and measuring devices used in the buying and selling of agriculture commodities; and WHEREAS, county weights and measures programs are experiencing local general fund cutbacks, reducing their ability to provide necessary services; and WHEREAS, the Farm Bureau's support is crucially needed for passage of funding legislation necessary to maintain county weights and measures pro- grams vital to the agriculture industry in California. NOW, THEREFORE, be it resolved that the Contra Costa County Farm Bureau hereby supports the county weights and measures funding legislation proposal attached to this resolution. I hereby certify that this resolution was passed by the Board of Directors of Contra Costa County Farm Bureau at their regular meeting on February 25, 1987. The director may allocate annually to each county an amount determined by the director not to exceed one-third of. the amount expended by the county pursuant to this division during the previous fiscal year for weights and. measures programs. The allocation shall be made from funds appropriated to ' the director for the administration and enforcement of this division at the local level. The Vepartme_nt shall require counties receiving such allocation to main- tain county support (from county general funds or fees) for weights and measures activities at the previous fiscal year level at a minimum. (b) The sum of one million five hundred thousand dollars ($1,500,000) is hereby appropriated from the General Fund to the Department of Food and Agricul- ture to be allocated by the director to county sealers pursuant to this section. Amend 12240. The board of supervisors may, by ordinance, charge an annual device registration fee to recover the cost of inspecting or testing weighing and mea- suring devices required of the county sealer pursuant to Section 12210. The fee shall not exceed the county's total cast of actually inspecting or testing the devices, as required by law_, or the amount prescribed in the table of Maximum Annual Charges in i�-Kdiiiif JfI Ui Section ..1.2241,. except that the county may collect the fees biennially in which case they shall not exceed twice the amount of an annual fee. The ordinance shall be adopted pursuant to Article 7 (com- mencing with Section 25120) of Chapter- 1 of Part 2 of Division 2 of Title 2 of the Government Code. Retail gasoline pump meters, for which the above fees are assessed, shall be inspected as frequently as required by regulations, but not less than once every two years.
