SUBJECT; Disposal of Infectious Wastes
Frank J. Puglisi, Jr. , Executive Director, Merrithew
Memorial Hospital and Clinics, transmitted to the Board the
attached report on the disposal practices of the hospitals in the
County regarding infectious medical waste.
IT IS BY THE BOARD ORDERED that the report on disposal
of infectious waste is ACCEPTED.

SUBJECT: DISPOSAL OF HOSPITAL HAZARDOUS AND INFECTIOUS WASTE
Supervisor Fanden requested that the Department provide a report. to
the Board on how hospitals in the county dispose of their hazardous
and infectious waste.
Each hospital has a policy and procedure on the handling and disposal
of its waste and trash. Infectious waste that requires special
handling and disposal is identified as "hazardous" (e.g. tissue, che-
motherapy wastes, needles, disposable supplies used for patients with
infectious diseases) and placed in separately identified (usually red
in color) double-lined container bags at the source of origin. These
bags are specially designed for this purpose and are distributed
throughout the hospital .
At Merrithew the bags are collected by our Environmental Services per-
sonnel (other hospitals use similar personnel and procedures) and
stored in the Environmental Services building in a special container
provided by Integrated Environmental Services (I.E.S. ) who we contract
with for disposal. I.E.S. picks up the containers (usually twice a
week depending on volume) and takes them to an incineration site at
High Street in Oakland.
Other infectious waste (e.g. disposable supplies used for noninfec-
tious patients) are also placed in double-lined container bags and
identified as "Infectious. " They are collected, as above, placed in a
special trash compactor, and picked up twice a week by Martinez
Sanitary and hauled to a Class II-I designated land fill , ACME. The
trash is deposited in a trench and buried. The empty containers are
sanitized by Martinez Sanitary and returned to the hospital. This
method of disposal meets all regulatory requirements.
The attached information reflects how other hospitals handle their
waste. We have asked Los Medanos and Delta if we could contract with
them to burn our wastes. They indicated that they are at their maxi-
mum capacity and unable to accommodate us.
