SUBJECT: Public Employees ' Retirement System (PERS ) Continued
offering of The Contra Costa Health Plan as a health
benefit .
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I RECOMMENDED ACTION
Support the continued offering of The Contra Costa Health Plan to
PERS employees , retirees and their dependents who live in Contra
Costa County . Communicate this support directly to the PERS ' Health
Benefits Committee , Board and staff , and request that the County ' s
State Legislative Delegation also communicate their support directly
to PERS .
II FINANCIAL IMPACT
If The Contra Costa Health Plan is not continued by PERS , the County
will lose over $9 , 000 in the annual premium revenue it now receives
for PERS members enrolled in The Contra Costa Health Plan .
III REASONS FOR RECOMMENDATION/ BACKGROUND
Last year was the first time The Contra Costa Health Plan was one of
the PERS health benefit offerings in Contra Costa County. PERS
staff , this year , is recommending that The Contra Costa Health Plan
not be continued as a PERS offering since The Health Plan did not
enroll sufficient PERS members during t' ie first open enrollment .
They are not , however , recommending that Maxicare , another first
time offering in Contra Costa County, be discontinued even though
Maxicare enrolled fewer members than did The Contra Costa Health
Plan .
The Board of Supervisors has expressed its support of seeing The
Contra Costa Health Plan grow and broaden its base of subscribers .
PERS employees are a natural market for the County sponsored and
operated HMO . By communicating its support to PERS and by
encouraging the State Legislative Delegation to communicate directly
to PERS , the Board of Supervisors can assist The Health Plan and the
County to achieve its goal of providing high quality cost effective
care to all Plan members .
IV CONSEQUENCES OF NEGATIVE ACTION
The Contra Costa Health Plan may lose its PERS Contract this year if
the Board of Supervisors and legislative support is not given .
