Mark Finucane, Health Services Director, transmitted to
the Board the attached report on the Geriatric care/Medi-Cal long
term care bed shortage in Contra Costa County and activities being
undertaken to resolve the problem.
IT IS BY THE BOARD ORDERED that the report on the
Medi-Cal long term care bed shortage is ACCEPTED.

From: Mark Finucane, C Subject: Geriatric Care/Medi-Cal
Health Services Directo Long Term Care Bed Shortage
As directed by your Board on January 27, 1987, 1 and members of my staff have
undertaken several activities to determine the extent of the Medi -Cal long term .
care bed shortage in the county and to explore possible means by which the Board
and County staff can help ameliorate this situation.
The progress to date on those activit=ies included in your directive referenced
above are as follows:
1. A public hearing, sponsored by the Board of Supervisors, will
be held on April 16, 1987, 9:30 a.m.-12 Noon at the Contra:
Costa Water District offices to provide a forum for families
affected by this issue, nursing home operators, and other
interested parties to express their concerns.
2. A questionnaire will be distributed to patients ' families at
the public hearing and through, the nursing homes ' ombudsman to
obtain further input from this group.
3. We have arranged a meeting on Wednesday, April 8 from 2-4 p.m.
at the George Gordon Center with nursing home providers to discuss
their perspective on this issue.
4. A position paper will be prepared and sent to the Medi-Cal Task
Force and a letter to the Contra Costa County delegation on the
need to include long term care in Medi -Cal reform. Testimony
given to the Joint Legislative Task Force on Medi-Cal by Mark
Finucane on February 18, 1987 addressed the needs of the
geriatrics patients.
5. We will continue to pursue the possibility of an agreement with
Medical Holdings, Ltd. to construct a skilled nursing facility
for the county in exchange for release from their obligation to
maintain a 30% Medi -Cal patient mix. A preliminary meeting was

held with staff from the County Administrator's Office,
Community Development, the Auditors Office and the Health
Services Department to discuss strategy.
6. We have contacted the East Bay Hospital Conference to invite
them to the public hearing. They will attend and give testi-
mony on behalf of their members.
7. The possibility of nursing home attendants training will be
discussed with the Social Service Department Workfare program
staff.
8. I and members of my staff will be meeting with Hank Schoenlein
of the State Department of Licensing and Certification on April 6.
We will keep you apprised of our progress in this effort and will bring to
your attention any significant changes in the availability of Medi-Cal long
term care beds in the county.
