Philip Bertenthal , Attorney, Contra Costa Legal Services _ Foundation, spoke in opposition to the proposal and requested' the Board to defer action on the proposed resolution and refer the matter to a committee for further review. Susan Prather spoke in opposition to the proposed resolution. Jean Siri spoke in opposition to the proposed resolution. Legal Services Welfare Director THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on March 17, 1987_, by the following vote: AYES; Supervisors Fanden, Schroder, Torlakson, McPeak NOES; None ABSENT; Supervisor Powers ABSTAIN; None ------------------------------------------------------------------ ------------------------------------------------------------------ SUBJECT; Homelessness Issues In its discussion on services to the "homeless" population in this County, Supervisor Fanden commented on the need to solicit information from the cities in Contra Costa .County as to the type of programs for the homeless in place within their jurisdictions. She proposed having a workshop on this issue. Supervisor Fanden commented on the need to have a report on the amount of money received from FEMA to handle this problem in- Contra Costa County. Supervisor McPeak recommended that the County Administrator provide the Finance Committee with an overview of the expenditures of dollars from all sources on the homeless problem. She further recommended that the County Administrator schedule a workshop to be held in the Board Chambers as soon as possible and to include as part of the workshop presentations from the Task Force on the Homeless, the Office of Homelessness and the County Administrator. Supervisor Fanden recommended that the Director of the Housing Authority and Health Services Director address the issue of housing at the workshop. IT IS BY THE BOARD ORDERED that the recommendations of Supervisors McPeak and Fanden are APPROVED. Supervisor McPeak referred to a directive to the Community Development Department to prepare a grant application for submission to the State by April 1, 1987 for funds to finance shelter programs. She requested the County Administrator to follow up on the status of the preparation of the grant application which needs to be on the Board' s agenda no later than March 31, 1987 . Supervisor McPeak commented on the need to free up $45 ,000 for emergency shelter for the homeless. Therefore, IT IS BY THE BOARD ORDERED that the Director of the Housing Authority, Welfare Director and Community Development Director are REQUESTED to meet with the Office on Homelessness and the Task Force on the Homeless to develop an interim program utilizing the $45,000 to provide some relief for the homeless, and report to the Board on March 24 , 1987. Board members then discussed the feasibility of soliciting funds from the cities to provide shelters for the homeless.
