HomeMy WebLinkAboutMINUTES - 03171987 - 1.29 BOARD OF SUPERVISORS FROM: Phil .Batchelor Contra County Administrator Costa DATE: March 11, 1987 County SUBJECT: Legislation: Senate Bill 263 (Rogers) SPECIFIC REQUEST(S) OR RECOMMENDATION(.S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION• Adopt a position of support for SB 263 by Senator Rogers which would transfer increasing -portions of the sales tax on aircraft jet fuel to the Aviation Improvement Fund for specified purposes in support of airport programs. BACKGROUND: Senator Rogers has introduced SB 263 . SB 263 would do all of the following: 1. -Creates the Aviation Improvement Fund. 2 . Transfers to the Aviation Improvement Fund, from the Retail Sales Tax Fund, portions of the sales and use tax derived from the sale of aircraft jet fuel on the following schedule: 1988-89 fiscal year - 20% 1989-90 fiscal year - 40% 1990-91 fiscal year 60% 1991-92 fiscal year - 80% 1992-93 and succeeding - 100% fiscal years 3 .' Transfers from. the Aviation Improvement Fund to the Division of Aeronautics of the Department of Transportation sufficient funds to determine the level of operations at each airport in order to allocate funds to each airport based on its percentage of operations in relation to the total statewide operations of all airports in the category to which the airport belongs. These funds shall also be used to prepare the California Aviation Systems Plan, the content of which is detailed in the bill. Requires the Division of Aeronautics to forward the California Aviation Systems Plan to the California Transportation Commission. The Plan is to be revised and resubmitted to the Commission every two years. 5. Requires that funds from the Aviation Improvement Fund be transferred to the California Transportation Commission for the purpose of reviewing, holding hearings on and adopting the California Aviation Systems Plan and its updates. 6. Requires the State Board of Equalization to allocate 70% of the remainder of the fund to specified primary air carrier reports, including any additional airports designated by the Division of Aeronautics as a primary air carrier airport. (Buchanan Field Airport is not one of the primary air carrier airports designated in the bill. ) 7 . Requires the State Board of Equalization to allocate 30% of the remainder of the fund to counties operating airports designated in the California Aviation System Plan, but which are not designated as primary air carrier airports. 8 . Authorizes the County' s transportation planning agency and airport land use commission to each receive up to 2% of the County' s allocation from the Aviation Improvement Fund. The Auditor-Controller is also authorized to reimburse himself for his costs. 9. The bill details some fifty ( 50) types of developments, or improvements, to an airport which are eligible projects for receipt of the funds from the Aviation Improvement Fund. These projects include primarily capital and equipment items, but also include items broadly described as "airport administrative costs" . The Airport Manager estimates that initially Contra Costa County could receive in excess of $100,000 per year which could be used as matching funds for Federal aid, thereby bringing in an additional $900, 000 for capital programs at Buchanan Field Airport. Mr. Wight urges active support of SB 263 . This office concurs in this recommendation.
