Adopted this Order on July 15, 1986 , by the following vote-:
AYES: Supervisors Fanden, Schroder, and Torlakson
NOES: None

SUBJECT: Hearing on proposed amendment to Ordinance Code relative
to gas and oil well activity.
This being the time set for hearing on proposed amendment
to Ordinance Code relative to gas and oil well activity;
Harvey Bragdon, Acting Director of Community Development,
spoke on the recommendation of the Planning Commission that the
Land Use Permits be required for oil and gas drilling. The original
staff recommendation to the planning commission suggested a two tier
approach to the ordinance. The Planning Commission, however, recom-
mends the Land Use Permit approach. The Planning Commission also
recommends that the Board study the matter of subsidence. It is
staff' s conclusion that funds for the subsidence study cannot be
added as a fee to the permitting process. He commented that perhaps
unused Community Development funds of last fiscal year and the Flood
Control District funds could be used to construct the two monitoring
stations necessary for the study of subsidence.
Supervisor Torlakson inquired as to the amount necessary
for one of the monitoring stations, and how they could be funded.
The Chairwoman opened the public hearing.
The following person appeared to comment on the proposed
ordinance:
Jim McCutcheon, 727 W. 7th Street, Los Angeles, CA, repre-
senting Western Oil and Gas Association, furnished the Clerk with
the presentation on the two-tier system, which they favor, and com-
mented that it appears that the organization does not have much
responsibility as to subsidence, but that they wish to cooperate in
getting the monitoring stations going.
The Chairwoman closed the public hearing.
The Board discussed the matter.
Supervisor Torlakson requested that staff come back within
one week with a report on the total budget of this monitoring
program.
IT IS BY THE BOARD ORDERED that the Ordinance relative to
gas and oil well activity is INTRODUCED, reading WAIVED, and July
22, 1986 is set for adoption.
IT IS FURTHER ORDERED that the Acting Director of
Community Development is REQUESTED to report to the Board on July
22, 1986 on the budget required for the monitoring stations.
