HomeMy WebLinkAboutMINUTES - 07151986 - 2.6 a-� THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on July 159 1986 , by the following vote: AYES: Supervisors Fanden, Schroder, Torlakson, Powers NOES: None ABSENT: Supervisor MCPeak ABSTAIN: None -------------------------------------------------------------------- -------------------------------------------------------------------- SUBVECT: Oral Report from the Chair of the Youth Services Board Phil Batchelor, Chairman of the Youth Services Board, advised of the acute need for foster homes as well as group homes in the County for problem children, abused children, developmentally disabled and/or mentally ill children. He noted that shortage of foster homes and group homes has necessitated the placement of some of the children in facilities as far north as Redding and as far south as Los Angeles. Mr. Batchelor proposed that consideration be given during budget deliberations to establishing a foster care recruiter class. He also commented on the payment received by foster care providers ($400 per month per child) , and suggested that this might be a factor that discourages many people from opening their homes to these needy children. Mr. Batchelor noted that the State determines the rate of payment. He also commented on the County' s fiscal limitations to supplement the foster care payment rate. Gerald Buck, Probation Officer, further commented on the issues as stated by Mr. Batchelor. He advised that reconciliations between parents and children are more readily effected when the child is placed in a foster or group home at not too great a distance from his parents. Deborah Tupper, representing Social Services Union, Local 535 , expressed agreement with the need for a foster care recruiter classification, and requested that her organization be allowed to participate in the development of the class specifications . She noted that not only is it important to find foster parents, it is necessary to have someone capable of providing training to those foster parents. Following discussion of the Board, IT IS ORDERED that the comments of Mr. Batchelor are ACCEPTED. IT IS FURTHER ORDERED that the Budget Committee is REQUESTED to consider in its budget deliberations the feasibility of increasing the stipend paid to foster care providers and the need for a foster care recruiter. 1 hereby certify that this is a true and correct copy of an action taken and entered on the minutes of the Board of Supervisors on the date shown.
