ACCEPT the Southeast County Landfill Siting Study report as being complete, noting that the option of transportation of waste by rail appears to warrant further consideration. 2. ACKNOWLEDGE receipt of resolutions from Pittsburg, Antioch, and Brentwood opposing landfill sites except for those in the vicinity of Site VI-9. The resolutions state that sites in the vicinity of Site VI-9 would have public acceptance. 3. ACKNOWLEDGE that if the privately-proposed sites fail to get approval , the Southeast County Landfill Siting Study should be used to identify additional sites. FINANCIAL IMPACT None REASONS FOR RECOMMENDATION/BACKGROUND The Solid Waste Commission and the Commission's Technical Advisory Committee were designated by the Board of Supervisors to act as an advisory body for the Southeast County Landfill Siting Study. The Study was originally intended to be a backup study to the three privately- proposed landfill sites. The sites identified in the study were only to be further pursued if all three privately-proposed sites fail to get approval . The Study evaluated four potential landfill sites in the Southeast County area. All four sites showed potential to be developable, but no one site was deemed to be clearly superior over the others. All four sites had potential problems which warranted further investiga- tion. Substantial additional site-specific information would have to be developed in order to prepare a comprehensive project report to start the permit process. The Solid Waste Commission received resolutions from the cities of Pittsburg, Antioch, and Brentwood stating opposition to the three privately-proposed landfill sites and those sites identified in the Southeast County Landfill Siting Study, except for potential sites in the 'vicinity of Site VI-9. The resolutions state that a site in the vicinity of VI-9 would be acceptable to the three cities. The Solid Waste Commission acknowledges the opposition of the three East County cities, but the Commission has not taken a position on any of the landfill sites at this time. The Commission forwards the resolutions to the Board of Supervisors for their consideration. The recommendation from the Solid 4laste Commission is consistent with the original intent that the Southeast County Landfill Siting Study be a "backup" study. The Solid Waste Commission unanimously approved this recommendation with Supervisor Fanden abstaining. The Study was funded by the cities of Antioch, Pittsburg, and the Delta Diablo Sanitation District. The Central Contra Costa Sanitary District provided site information on one site and graphics work for the project report. The.
