Spooner, Contracts Administrator Costa DATE; July 3, 1986 Co * SUBJECT; Approval of Submission of Funding Application #29-327 to the State Department of Health Services for an AIDS Education and Prevention Program SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and Authorize the Chairman to execute on behalf of the County, Funding Application 429-327 for submission to the State Department of Health Services to request $68,000 of State funding for an Acquired Immune Deficiency Syndrome (AIDS) Education and Prevention Program for the period August 1, 1986 - June 30, 1987. II. FINANCIAL IMPACT: Approval of this application by the State will result in $68,000 of State funding for an AIDS Education and Prevention Program. Sources of funding are as follows: $ 68,000 State 42,714 County In-Kind (Current County Personnel) $110,714 Total Program. The County in-kind contribution is included in the FY 1986-87 Department Budget. III . REASONS FOR RECOMMENDATIONS/BACKGROUND: There are. currently 77 diagnosed cases of Acquired Immune Deficiency Syndrome in Contra Costa County, an increase .from 40 in June, 1985. Health education is needed to prevent and control the at-risk population. This is a first-time application for funds to direct AIDS outreach and education to youth in high schools, community colleges, juvenile detention facilities, and adult inmates in County detention facilities throughout Contra Costa County. If funding is provided for this program, youth in high schools, community colleges and juvenile detention facilities, and adult inmates in County detention facilities will receive education to increase their knowledge of the cause and transmission of AIDS and increase understanding of AIDS risk reduction guidelines . In-service training and program planning will also be offered to faculty, administrators, and medical staff of each school site and staff at each detention facility. Displays and video showings, informational presentations, distribution of materials and referrals for counseling will also be provided. This document has been approved by the Department's Contracts and Grants Administrator in accordance with the guidelines approved by the Board's Order of December 1, 1981 (Guidelines for contract preparation and processing, Health Services Department). The Board Chairman should sign four copies of the application, three of which should then be returned to the Contracts and Grants Unit for submission to State Department of Health Services .
