Health SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve the 1986-87 Annual Short-Doyle Mental Health Plan (Part A) as prepared by the Alcohol/Drug Abuse/Mental Health Division of the Health Services Department for submission to the State Department of Mental Health, and authorize the Board Chairman to execute the documents on behalf of the County. II. FINANCIAL IMPACT: Board approval and submission of the 1986-87 Annual Short- Doyle Mental Health Plan (Part A) will not have a direct impact on County expenditures. However, failure to approve and submit the Annual Plan to the State Department of Mental Health will result in the State withholding the 1986-87 Short-Doyle Allocation and payments for mental health services until such time as Part A is received and approved by the State. Part A represents a planning estimate for the budgeting of the State's preliminary allocation_ of Short-Doyle Mental Health funds to Contra Costa County. Following adoption of the State Budget, the State Department of Mental Health will give the County an actual revised allocation and an up-dated 1986-87 Annual Plan and Budget will be prepared and submitted to the Board for final approval. III. REASON FOR RECOMMENDATION/BACKGROUND: Board of Supervisors' approval of the 1986-87 Annual Short-Doyle Mental Health Plan (Part A) is required by Welfare and Institutions Code (Section 5650) in order for the County's mental health programs to receive State funds for this new Fiscal Year. The County Mental Health Advisory Board reviewed and approved this 1986-87 Annual Plan (Part A) at its meeting on June .26, 1986, as shown by the attached letter dated June 30, 1986. Part A provides preliminary summary budget information for FY 1986-87, including distribution of estimated augmentation/ equity funds, targeted supplemental funds for the homeless mentally ill ($517,698) , supplemental residential care services/SB155 funds ($330,914) , and targeted supplemental funds for special populations/geriatrics ($92,375) . The State's Allocation Worksheet showing Contra Costa County's planning estimate/ preliminary allocation is attached for reference.
