SUBJECT: Approval of Standard Agreement 429-259-16 with the State Department of Health
Services for the Refugee Preventive Health Services Program
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Chairman to execute on behalf of the County, Standard
Agreement 429-259-16 with the .State Department of Health Services in the amount of
$42,500 for the period July 1, 1986 - June 30, 1987 for the Refugee Preventive
Health Services Program.
II. FINANCIAL IMPACT:
Approval of this agreement by the State will result in $42,500 of State funding for
the Refugee Preventive Health Services Program. Sources of funding are as follows:
$42,500 State Department of Health Services
26,220 County In-Kind (Employee salaries and benefits above grant)
12,160 Health Services Overhead (Fixed)
69840 County (A-87) Overhead (Memo only - not charged to Budget Unit)
$.87,720 Total Program.
Health Services Overhead and County In-Kind are included in the FY 1986-87 Public
Health Budget. No additional County funds required.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
For over five years the County has participated in the Refugee Preventive Health
Services Program with the State Department of Health'Services. On May 20, 1986 the
Board authorized submission of a funding application to the State for continuation
of the Refugee Preventive Health Services Program operated by the Public Health
Division of the Health Services Department. Standard Agreement #29-259-16 is the
result of that application and will allow continuation of the program during FY
1986-87 and assure compliance with Chapter 1, Section 17000-17003 of the Welfare
and Institutions Code.
Program funds are used to provide interpreter services by trained bilingual Health
Aides to assist medical staff to provide needed health services to Contra Costa's
extensive refugee population (Southeast Asian, Afghanistan, Polish, Chinese, etc.) .
The most serious health problem of refugees is tuberculosis. Public Health Nurses,
through home visits and clinic work, contact all newly arriving refugees to ascer-
tain health status, to arrange a health assessment, and to follow up on referrals
made for problems found.
This contract has been approved as to legal form by County Counsel's Office.
The Board Chairman should sign four copies of the contract, three of which should
then be returned to the Contracts and Grants Unit for submission to State
Department of Health Services.
