Spooner, Contracts Administrator Costa DATE: July 3, 1986 County SUBJECT: Approval of Standard Agreement for Local Jurisdiction Special Needs and Priorities Funding (SNAP) #29-329 with the State Department of Health Services (Refugee Health Services State Project DCVI-502) SPECIFIC REQUEST(S) OR RECCMMENDATION(S) a BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chairman to execute on behalf of the County, Standard Agreement/SNAP #29-329 (State Project #VI-502) with the State Department of Health Services in the amount of $30,000 for the period June 30, 1986 - June 30, 1987 for establishment of Comprehensive Public Health Case-finding for Refugees. II . FINANCIAL'IMPACT: P' Approval of this agreement by the State will result in $30,000 of State funding for establishment of Comprehensive Public Health Case-finding for Refugees. This pro- ject is 50% State funded with 509 County in-kind matching funds required, for a total project cost of $60,000. County matching funds are included in the FY 86-87 Department Budget . III . REASONS FOR RECOMMENDATIONS/BACKGROUND: Each year the State makes AB-8 Special Needs and Priorities Funds (SNAP) available to counties. On March 18, 1986, the Board authorized submission of applications for various projects under the Distressed County Facility, Refugee Health Services, Computerized Information Systems, and Elderly Care categories for Special Needs and Priorities funding. Standard Agreement #29-329 will provide $30,000 . of State Refugee Health Services SNAP funds to integrate into refugee health clinical ser- vices comprehensive public health case-finding and follow-up. ' Preventive health services are available for newly arriving refugees under the California Refugee Preventive Health Services Program, but funding under this program is limited to newly arriving refugees . Standard Agreement #29-329 will provide funding for services to refugees who have been here longer. This project will provide increased interpreter services to assist Public Health Nurses and will focus on health education, nutritional and counseling services for high-risk perinatal refu- gees and on improved compliance to INH prophylaxis for refugees with tuberculosis infection. This document has been approved by the Department's Contracts and Grants Administrator in accordance with the guidelines approved by the Board's Order of December 1, 1981 (Guidelines for contract preparation and processing, Health Services Department) . The Board Chairman should sign four copies of the agreement, three of which should then be returned to the Contracts and Grants Unit for submission to State Department of Health Services.
