FAHDEN, SUPERVISOR, DISTRICT II C sta DATE: JUNE 6 , 1989 C ojqy SUBJECT: REROUTING OF SAN JOAQUIN AMTRAK SERVICE SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Urge the Steering Committee of Caltran' s Rail Task Force and the High Speed Rail Corridor Study Group established under AB 971 to take necessary steps to assure that the existing AMTRAK rail service in Contra Costa County is not reduced under any circumstances and to consider the option of enhancing the AMTRAK service by developing another station in the Brentwood area. FISCAL IMPACT None. BACKGROUND/REASONS FOR RECOMMENDATIONS During the past several years, Contra Costa County has been consistently giving an active support to the Steering Committee of Caltrans Rail Task Force for improving the passenger rail service in the San Joaquin Valley. Encouraging the enhancement of and use of ;passenger rail service in Contra Costa County has also been the County policy. The number of people using the AMTRAK Service in our County has been steadily increasing and now this service is an integral part of our County' s transportation system. Last year, a High Speed Rail Corridor Study Group was established under AB 971 to; plan for improvements to rail passenger service on the Los Angeles - Fresno - Bay Area - Sacramento transportation corridor. The 30-member Study Group did not include Contra Costa County as a member even though our County had been an active member of the Steering Committee since its inception. Now we learn that the Study Group is considering the option of starting a passenger train service to the East Bay over Altamont Pass on the Union Pacific Line and reducing or eliminating the current service between Martinez - Antioch - Stockton. DEPUTY _Supervisor Schroder__ Supervisor Torlakson Rerouting of San Joaquin AMTRAK Services Page Two We believe that any reduction in AMTRAK Service in our County will cause a significant setback to our transportation system and increase the average daily traffic on our already congested highways. To meet our future transportation needs, AMTRAK Service should be enhanced and not reduced in our County. It is recommended that the Study Group be urged not to consider the option of reducing the AMTRAK Service in our County under any circumstances and consider the option of enhancing the passenger rail service by developing another station in the Brentwood area.
