RECOMMENDATION
Adopt changes to the County Solid Waste Management Plan (CoSWMP)
regarding trans9ter stations as recommended by the Solid Waste
Commission.

REASONS FOR RECOMMENDATION/BACKGROUND
On May 17 , 1989 , the solid Waste Commission (SWC) considered a
language change to the February 24, 1989 version of the CoSWMP.
The SWC reviewed and discussed two options, offered by the
Central Contra Costa Sanitary District representative, for
revising the Transfer Station section of the Plan. The
Commission voted to approve 8-2 (with Nancy Fanden and Roy Hawes
voting against) a motion to include the change in the transfer
station, policy included in the CoSWMP. The majority of the
Commission felt that this would allow greater flexibility in the
planning of transfer stations.
The following paragraph found on page 11 of the Plan' s "Solid
waste Management Policies" sections, reflects the recommended
change to the Plan:
Since the location of future landfill sites cannot be
specifically identified in this plan at this time, the
transfer station needs of the County cannot be completely
identified. However, it is possible to generally identify
transfer station needs. The following describes transfer
stations that are consistent with this plan and will not
require an amendment to the plan when they are proposed. A
full-scale transfer station will be needed in West County.
A full-scale or mini-transfer station will be needed in East
County. The location and type of transfer station for East
County can only be determined when landfill sites are
approved. For Central and South County, the Acme Fill
transfer station and the Acme Fill interim transfer station
is consistent with this plan. A South County and/or Central
County transfer station is consistent with this plan. Xf

Avon Wilson, representing the County Solid Waste Commission,
presented and discussed the amended language proposed by the
Commission, indicating that the Commission did not believe that the
proposed language change deleting the specificity relating to the Acme
transfer station to be significant in terms of the viability of the
draft Solid Waste Management Plan nor that it would necessitate
changes in the EIR.
Board members discussed the proposal, and Avon Wilson responded to
their various concerns.
Supervisor McPeak requested that language be developed for the
Solid Waste Management Plan that would assure rate regulations for the
purposes of efficient recycling and also closure costs, no matter
where the transfer station is located.
Supervisor Fanden urged no change be made in the draft COSWAMP
at this time, and that there be no delay or deviation from the adopted
schedule.
Don Blubaugh, City Manager, City of Walnut Creek, submitted a
letter from the City supporting the proposed amendment to the Plan.
He acknowledged that the interim transfer station needed for the
export agreement with Alameda County is going to be Acme, but declared
that he found it inappropriate that Acme be specified in the Plan as
the permanent transfer station in Central County.
Sue Rainey, representing the Board of Directors of Central Contra
Costa Sanitary District, expressed concern with the specificity of the
Plan° with respect to Acme for the permanent transfer station,
indicated that the District is pleased that the Board is moving
forward on rate regulations, and submitted a letter from the District
urging modification of the language to permit more than one transfer
station.
Everett Jenkins, representing the City of Richmond, submitted a
letter from Mayor George Livingston, supporting the amendment proposed
by the Solid Waste Commission.
Board members discussed the matter in some detail.
IT IS BY THE BOARD ORDERED that the proposed changes to the
County Solid Waste Management Plan regarding transfer stations is
REFERRED to the County Administrator, the Director of Community
Development, County Counsel and the Solid Waste Commission to review
the impact on the timetable for the Solid Waste Management Plan and
the potential impact on the EIR process.
IT IS FURTHER ORDERED that staff is REQUESTED to review the issue
of regulation of rates, including facilities within the incorporated
areas; and is REQUESTED to report back to the Board on June 20, 1989
on these matters.
