HomeMy WebLinkAboutMINUTES - 06061986 - 1.65 09 TO: Board of Supervisors ,zE .L-�� 1.65 m FROM: Phil Batchelor, County Administrator DATE: May 31, 1989 STq cSvir� GT SUBJECT: LEGISLATION: AB 55 (Hansen) Specific Request(s) or Recommendations(s) & Background & Justification RECOMMENDATION: Adopt aposition of SUPPORT forAB 55 by Assemblywoman Hansen which requires that motorcycle drivers under the age of 21 successfully complete a training course in the operation of a motorcycle before obtaining a license to operate such a vehicle. BACKGROUND: Under current law an individual under the age of 18 is prohibited from operating a 2-wheel motorcycle unless the individual has completed a training program. Assemblywoman Hansen has introduced AB 55,which as amended May 18,1989,prohibits an individual under the age of 21 from operating a motorcycle unless they have satisfactorily completed a motorcycle safety training program. AB 55 would also add a new category of drivers license,effective January 1, 1989,for individuals who wish to operate a motorcycle and would require that the driver obtain a specific license to operate a motorcycle or an endorsement on the driver's existing vehicle license which would allow the driver to operate a motorcycle. AB 55 would also allow the impoundment of a motorcycle if the driver does not have the proper license or endorsement to operate a motorcycle. AB 55 originally was a very controversial bill which required that motorcycle drivers under the age of 21 wear helmets in order to operate a motorcycle. The bill has been amended several times since its original form and now requires training for all motorcycle operators under the age of 21 as a condition of obtaining a license to operate a motorcycle. The Health Services Department urges the Board of Supervisors to support AB 55 on the basis that it may help to reduce the number of accidents involving motorcyclists since they would be required to have training and if they could not produce the proper license their motorcycle could be impounded. This office concurs with this recommendation that the Board of Supervisors support AB 55.
