SUBJECT: RENEWAL OF SECURITY SERVICES CONTRACT AT
CA011005, EL PUEBLO, PITTSBURG
I. RECOMMENDED ACTION:
AUTHORIZE Executive Director of the Housing Authority of the County of Contra
Costa to execute a one-year renewal of the security guard services contract with
Argus Security Patrol , Inc. for the period June 1, 1989 to May 31, 1990 at a rate of
$9.50 per hour for unarmed guards and $10.50 per hour for armed guards, as
recommended by the Advisory Housing Commission.
II . FINANCIAL IMPACT:
Funds for continued security guard services have been budgeted in the 1989/90
Consolidated Budget for CA011005, E1 Pueblo, Pittsburg.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
It is time to consider renewal of the security services contract at the E1
Pueblo housing development, CA011005, in Pittsburg. Competitive bids were last taken
on this security services contract on November 12, 1987. Argus Security Patrol , Inc.
of Oakland was selected and is currently providing security guard services at the
rate of $9.90 per hour for armed guards. Argus is a minority-owned firm.
Overall , Argus Security Patrol has done a very good job of-providing security
guard services to the Housing Authority.
In early 1987 the Housing Authority, after a competitive bid process, switched
security guard companies at El Pueblo. This switch resulted in much community
opposition to the new security guard company. Numerous complaints were made to the
Housing Authority in the ensuing months. In addition, the number of criminal and
drug-related activities began to escalate. After a number of meetings with the new
security guard firm, the Housing Authority exercised its option under the contract to
cancel the contract. Following that cancellation, the Housing Authority went out to
secure competitive bids and, eventually, selected Argus Security Patrol to provide
security guard service.

Because Argus Security is doing a good job of providing security services to
the Housing Authority and the need to avoid a repetition of the security guard
problems which occurred in early 1987, Housing Authority staff requests authorization
to renew the security guard contract with Argus Security Patrol . Chief Brown, chief
of security for Argus, has advised Housing Authority staff that they would renew
their contract with the Housing Authority at the following rates:
Armed Guards - $10.50 per hour
Unarmed Guards - $ 9.50 per hour
The Housing Authority is currently paying $9.90 per hour for armed guards and
$9.00 per hour for unarmed guards. The rate increase represents a 6% increase for
armed guards and a 5.6% increase for unarmed guards. The contract renewal would be
for a one year period starting June 1, 1989 and ending May 31, 1990.
At its Regular Meeting on May 15, 1989, the Advisory Housing Commission voted
to recommend authorizing the Executive Director to execute a renewal of the security
guard services contract with Argus Security Patrol , Inc. for the period June 1, 1989
to May 31, 1990 at a rate of $9.50 per hour for unarmed guards and $10.50 per hour
for armed guards.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioner elect to not approve the one-year renewal of
the security services contract with Argus Security Patrol , Inc. the Housing Authority
would again solicit competitive bidding and, should the selected security guard
company not be Argus Security Patrol , Inc. there would be community opposition to the
new security guard company.
