SUBJECT: FAMILY STRESS CENTER
SPECIFIC REQUEST(S) OR RECOMMENDATION(_S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Authorize staff to initiate environmental review requirements prelimi-
nary to acquisition of 3800 Cowell Road, Concord.
2. Direct the Real Property Division to prepare an appraisal for the
property at 3800 Cowell Road, Concord.
3 . Direct that a status report with recommendations on the costs,
funding, and other aspects of the property proposal for the Family
Stress Center be given to the Board when the appraisal and
environmental review are completed.
FINANCIAL IMPACT
Property at 3800 Cowell Road, Concord has been proposed as a permanent
location for the Family Stress Center Program.
Eric Haseltine, acting on` behalf of the Family Stress Center Board has
obtained -a price of $310,000 for the 1.1 acre parcel. Available funding
from the trust fund established from the proceeds for the former Family
Stress Center facility currently total approximately $300,000. Mr.
Haseltine advises that the Family Stress Center has $10,000 available for
the acquisition. Preliminary review of the structure indicates substantial
improvements and upgrading would be required as well as acquisition costs
of approximately $5 ,000. No funding is currently identified for the costs
above the available $310,000.
BACKGROUND
The Family Stress Center Program was displaced from its permanent location
at 1600 Galindo Street, Concord several years ago by the City of Concord

Redevelopment Agency. Funds received from the sale of that facility were
placed in a special trust fund by the Board of Supervisors for future
acquisition of a permanent location for the Family Stress Center and for
collocation of office space for other private, nonprofit community agencies
receiving funds from the County. The Family Stress Center has been in
rental space since that time and interest earnings in the trust fund
dlposits are being used to pay rental costs.
Suitable sites for the program are very limited in the Central County.
Several attempts have been made to acquire a permanent location but all
have failed for various reasons. The current proposal appears to be well
suited to the needs of the program; however, environmental review, zoning
and architectural considerations must be reviewed before recommendation can
be prepared for Board review.
