SUBJECT:. Approve Master Plan for the East County Airport Near Byron
Specific Request(s) or recommendations & Background and Justification
RECOMMENDED ACTION: Approve the Airport Master Plan for the new East County Airport
near Byron. Accept final Environmental Impact Report as adequate, accept Contra Costa
Planning Commission findings, and direct Community Development to file a- Notice of
Determination.
FINANCIAL IMPACT: None
BACKGROUND: The East County Airport Project has been studied since 1975. The current
project funded under a Federal Grant has determined a location approximately two miles
south of the town of Byron. The consultants have completed the Environmental Impact
Report and this report has been certified as adequate by the Contra Costa County
Planning Commission on January 28, 1986.
The final step at this stage is to approve a Master Plan for the site. Once the Master
Plan is approved we can make application to the Federal Aviation Administration for
further grants, begin land acquisition and development of the airport.
The Contra Costa County Aviation Advisory Committee has done extensive study work over
the past year and a half on this airport. The Aviation Advisory Committee has held
numerous public meetings on this issue. On May 27, 1986 the Aviation Advisory Committee
received a presentation by the consulting firm of Hodges & Shutt on the Master Plan.
It is the recommendation of the Aviation Advisory Committee that the Board of Supervisors
approve the final Master Plan document and proceed with making application to the
Federal Aviation Administration for funding.
The consulting firm of Hodges & Shutt will be in attendance to present the Master Plan
to the Board of Supervisors. Included with this Board Order is a copy of the Executive
Summary of the Master Plan.

Iichael Shutt of Hodges & Shutt presented the East Contra Costa County Airport
Master Plan Report. The Chair accepted comments from the public and Francis M. Scott,
3005 Windsor Drive, Antioch; Dennis Lopez, Byron and Alan F.' Bradford, Rt. 1 , Box 6A,
Byron appeared and commented. The Chair read cards fr.or.- Amos Waage, 116 Lomtas Avenue,
Livermore; Carey Waage, 508 Shelley Street, Livermore, Jean Lauritzen, 300 E Street,
Antioch; and Don Stiles, 62 East Lake, Antioch all indicating they did not wish to
speak, but favoring the location for theEast County Airport. Barry Basey, Chairman of
the Airport Advisory Committee recapped the last 10 years of study on the reliever airport.
and urged adoption of the Master Plan.
