Implement a Safe/Driver Training Program for all employees who regu-. larly drive vehicles on County business. Arrange for all drivers to attend the training over the next three years. 2. Provide a four (4) hour multi-media safe driver .training program. - 3. Provide more intensive, one-on-one training to identified problem drivers. 4. Charge the annual cost of the training, $15,000, to the Worker's Compensation Trust Fund. BACKGROUND: As recommended by Supervisor Nancy C. Fanden, the Board adopted an Order on February 4, 1986 that a driving refresher course be implemented for all County employees who drive County vehicles. The Finance Committee met on June 2, 1986 with staff regarding the need for a driver training program to reduce the number and costs of vehicular accidents. Such training would give drivers awareness' of safety and demonstrate that the County is concerned about its employees and safe driving. Paul Katz, Administrative Assistant, Public Employees Union, Local 1, recommended a meeting with all bargaining units to discuss the purpose of the Safe Driver Safety Program. He indicated that employees should be aware that the program is not a form of punitive action. It is estimatedthere are approximately 2,000 employees driving more than 25 miles a week on County business, of which 1,000 drive County vehicles and 1,000 drive personal cars. Recommended training for these drivers is four hours of classroom training, with more intensive, one-on-one/behind-the-wheel driving :for those employees identified as problem drivers. The State of California provides qualified trainers who do on-site, four hour multi-media classroom presentations for up to thirty (30) employees. Their program is used by many public entities throughout the State. The estimated annual cost is $10,000 to train 1, 000 employees. Intensive behind-the-wheel training for 25 problem drivers per year will cost $5,000. ...
