SUBJECT: Development and Implementation of California Fingerprint
Identification System (CAL-ID)
SPECIFIC REQUEST(S) OR RECOMMENDATION(.S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Appoint four County Remote Access Network (RAN) Board members to the Alameda /
Contra Costa Regional RAN Board. The recommendations for the four members are:
Richard K. Rainey, Sheriff-Coroner; George Straka, Chief, Concord Police; Earnest
Clements, Chief, Richmond Police; and Tom Fisher, Manager, Chevron Computer Center,
Member at Large.
2. Direct the County Administrator's Office and Sheriff-Coroner to prepare a report for
the Board within two months regarding the County's cost for participating in the imple-
mentation of the CAL-ID system.
FINANCIAL IMPACT :.
The preliminary cost estimate for participating in the implementation of the system is $60,000.
REASONS FOR RECOMMENDATION/BACKGROUND:
Senate Bill 190 (Foran) established the CAL-ID system, and has become law. By prior Board
Orders dated March 19, 1985 and May 21, 1985 your Board supported this legislation and
appointed a RAN Board consisting of seven members, who are: Richard K. Rainey, Sheriff-
Coroner; Gary T. Yancey, District Attorney; Earnest Clements, Chief, Richmond Police
Department; George Straka, Chief, Concord Police Department; Tom Powers, Supervisor,
District 1; Mike Menesini, Mayors' Conference; and Tom Fisher, Manager, Chevron Computer
Center, Member at Large.
Basically, the California Fingerprint Identification System (CAL-ID) represents a major
new advance in technology which permits the automated storage, retrieval and classification
of fingerprints. It is based on technology developed in Japan and exported to this country.
It promises to become a powerful law enforcement tool which will increase arrests and provide
quality evidence for prosecution. San Francisco currently has such a system and has found
it to be a very effective tool for solving crimes and arresting offenders.
Given the widespread support that SB 190 has, it is imperative that this County continue
planning for its implementation, including consideration of the fiscal impacts within the
justice system and how such impacts can be mitigated and/or funded. There are possibilities
of some cost savings and efficiencies if this program is approached as a joint effort with
Alameda County. Alameda County has indicated a willingness to explore this together,
and the RAN Boards of each county have, in fact, met together on several occasions. It
is necessary at this point for your Board to appoint four re re entatives from our county

to participate on a joint RAN Board with representatives from Alameda County.
It should be noted that these actions do not commit this county to participate
in the program. However, the planning and coordination efforts recommended
would allow us to develop the necessary program and fiscal data upon which
to base an informed decision. Also, the failure of this county to participate
would not prevent county costs later since, undoubtedly, .some cities would
participate, resulting in more offenders coming into the justice system.
