May 29, 1986biqy SUBJECT: GAIN Program Implementation Committee Structure SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDATION: Approve composition as shown below of two advisory committees to assist in the development of the Greater Avenues for Independence (GAIN) Training and Employment Program: ( 1) the GAIN Coordinating Committee, and ( 2) the GAIN Advisory Council; and direct that the committees report to the Board of Supervisors through the Social Services Director. II . FINANCIAL IMPACT: None III . REASONS FOR RECOMMENDATION/BACKGROUND: Welfare and Institutions Code Section 11320. 2 (Chapter 1025, Statutes of 1985) , designates the County Welfare Department as the agency responsible for the development of the County' s plan for implementation of the Greater Avenues for Independence (GAIN) Act, and for the administration of the program. GAIN is a services component of the Aid to Families with Dependent Children (AFDC) program. The statutes require the County Welfare Department to coordinate with the Community College District, County Office of Education, and Private Industry Council in designing a service package for AFDC recipients that considers available resources and local job market needs. On April 8, 1986, the Board of Supervisors approved establishment of two committees and referred the issues of the composition of the committees, placement of SEIU Local 535, and reporting requirements to the County Administrator for review and report to the Board. The first committee should be renamed the "GAIN Coordinating Committee" to emphasize its coordinating function as provided by law. These members are: Social Services Director, Chairman of the Committee Chair, City of Richmond, Private Industry Council Chair, Contra Costa County Private Industry Council Chancellor, Contra Costa County Community College District County Superintendent of Schools Manager, Employment Development Department, Antioch Manager, Employment Development Department, Richmond Each member agency will coordinate with the GAIN program by having the authority to determine the level of service that agency will provide to GAIN participants, both within and above its existing resource base. This includes identifying each organization' s current services and funding levels, the number of GAIN participants each will serve, administrative costs associated with GAIN service delivery, and the level of GAIN funding required. The Social Services Director should chair this committee and be responsible for reporting to the Board of Supervisors and for making the proceedings of all meetings available to the Board. The second committee should be named the "GAIN Advisory Council" to reflect its advisory role in the planning process. The GAIN Advisory Council will serve both as a community resource and vehicle for community input to enhance the full development of the GAIN program by reporting to the Social Services Director. The broad-based impact of the GAIN program on many segments of the community is demonstrated by the Council' s membership, which includes advisory groups, labor organizations, and service providers.
