Spooner, Contracts Administrator Costa DATE: May 21, 1986 Cou "1 SUBJECT; Approval of Standard Agreement (Amendment) #29-609-27 with the v State Department of Health Services SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chairman to execute on behalf of the County, Standard Agreement (Amendment) 429=609-27 (State 483-81918 A-5) effective March 10, 1986 with the State Department of Health Services to amend Standard Agreement #29-609-21 (effective January 1, 1984) for prepaid health services for Medi-Cal beneficiaries with a $150,000 increase in the contract payment limit for fiscal year 1985-86. II. FINANCIAL IMPACT: The State anticipates that the County's FY 85-86 current contract payment limit will be reached before the end of the fiscal year. Approval of this amendment will result in an increased State funding encumbrance of $150,000, from $4,508,583 to a new total FY 1985-86 payment limit of $4,658,583. There is no change in the per capita rates of payment. The Health Plan's Director, Finance and Administration, anticipates no increase in revenues based on expected enrollment levels. III . REASONS FOR RECOMMENDATIONS/BACKGROUND: On December 20, 1983, the Board approved Contract 429-609-21 with the State Department of Health Services for prepaid health services for Medi-Cal benefi- ciaries . Subsequent amendments were approved on May 8, 1984, February 26, .1985, April 16, 1985, and September 17, 1985. The purpose of Standard Agreement 429-609-27 is to increase the contract payment limit for FY 1985-86, and, as the State requires some consideration in exchange for the $150,000 additional alloca- tion, the State has added to the list of services not covered under the contract the following: "Laboratory services provided under the State serum alphafeto protein testing program administered by the Genetic Disease Branch of the Department of Health Services." This document has been approved by the Department Contracts and Grants Administrator in accordance with the guidelines approved by the Board's Order of December 1, 1981 (Guidelines for contract preparation and processing, Health Services Department) .
