BACKGROUND: Current law does not provide for a comprehensive, interdisciplinary system for addressing the problems of severely emotionally disturbed children. A demonstration program has been . operated in Ventura County for the past year which has proven to be very cost-effective. Based on the experience in the Ventura County .. demonstration project, Assemblywoman Wright and Assemblyman Bronzan have introduced AB 3767 . This bill would establish a comprehensive mental health services system for severely emotionally disturbed children. Each county could participate on a voluntary basis. If a county wishes to participate, the county would prepare a three-year plan for phasing - in . the system. The plan would have to provide for interagency collaboration by all publicly funded agencies which deal. with children who are severely emotionally disturbed. In addition, each county plan would have to include protocols for case assessment designed to do the following: (1) Determine the least restrictive appropriate mental health treatment setting for each child. W ( 2) Plan and facilitate the provision of needed services for the child and family when necessary and monitor those services. ( 3) ' Provide methods for client and family advocacy to occur within the system. Finally, the bill would require as a part of the plan that by April 1, 1987, each county shall initiate discussions with other public agencies serving seriously emotionally disturbed children, including, but not limited to, special education, foster care, and child protective and _.juvenile justice services to identify common needs and joint planning opportunities. If fully implemented statewide, it is projected that there would be savings of $82 million in 1989-90. The County Probation Officer recommends that the Board of Supervisors support AB 3767 . Our office concurs with this recommendation on the basis of the potential cost savings and the potential for more appropriate placement decisions.
