SUBJECT: Appointment of Mayors' Conference Representative to
AB2185 Implementation Task Force.
SPECIFIC REQUEST(S) OR RECOMMENDATION(.S) & BACKGROUND Alm JUSTIFICATION
RECOMMENDED ACTION:
Appoint a representative of. the Mayors' Conference to the AB2185 Implementation
Task Force chaired by the Health Services Director. This representative would
also represent the public at large.
FINANCIAL IMPACT:
None.
REASONS FOR THIS'RECOMMENDATION:
AB2185 was approved by the Governor and filed with the Secretary of State on
September 28, 1985. AB2185 requires each County to designate an administering
agency to implement the provisions of this new law.
On December 12, 1985, the Contra Costa' County Board of Supervisors appointed the
Department of Health Services as the administering agency and appointed an
AB2185 Implementation Task Force chaired by the Director of Health Services and
including representatives from the Health Services Department, Office of
Emergency Services, Fire Districts, the Public Managers Association, and the County
Administrator's Office.
On January 27, 1986 and April 21, 1986 correspondence was received from the City
of Martinez requesting a representative from the Mayors' Conference and a repre-
sentative from the public at large on the Task Force. On March 17, 1986, the
City Council of the City of Pinole enacted Resolution No. 2059 which requested a
Mayors' Conference appointment on the Task Force. It is the desire of the
Director of Health Services, the County Administrator, and the Board of
Supervisors that the AB2185 Implementation Task Force coordinate closely with
the cities. This will be furthered by the appointment of a representative of
the Mayors' Conference. This representative would also represent the public at
large while limiting the size of the Implementation Task Force. The cities and
the public at large would continue to be represented through the Public Managers
Association.
CONSEQUENCES OF NEGATIVE ACTION:
If the cities do not have full participation in the AB2185 Implementation Task
Force, fragmentation and lack of coordinated planning in the implementation of
AB2185 may result.
