Miner, Executive Director WOJEl CT PIC BUSINESS APPOINTMENT Attached for your review is a list of nine nominees for the PIC business vacancy due to the resignation of Dov Grunschlag. By federal legislation, the Board must make PIC appointments from those nominated by the Chambers. Once again the Walnut Creek Chamber of Commerce has coordinated the assembly of a single list which includes ,all those nominated by the County Chambers. The PIC term ends 9/30/86, staff is requesting an appointment for the balance of Mr. Grunschlag's term and for the next full two year term. Mr. Grunschlag was appointed in October 2, 1984. He regretfully had to resign due to expanded business commitments. He was a resident of Walnut Creek, and a partner in Steinhart b Falconer, Attorneys, a San Francisco law firm. (PIC members must be either residents of the county service delivery area or work for a private for profit firm conducting business within the SDA.) Of the twenty member PIC, twelve positions are reserved for business. We currently have five members from large firms and six from small firms. The federal regulations require .at least one half of the business representatives to be from.small business. Given our present balance, size of business is not an issue for this appointment. PIC business membership should be racially and sexually representative of the . business community. Two (or 17%) of the business members are minorities, while 4 or 25% of the total PIC membership is minority. The major minority group currently not repregented on the PIC is Hispanic; however, none of the nominee's are identified as minority. The PIC currently has a 25% female representative among business members and the PIC as a whole. Although not representative of the general public, the 25% ratio probably equals if not exceeds the level of women who are owners of business concerns, chief executives or operating offices or other private sector executives, with substantial management or policy responsibility. The current PIC is generally geographically representative, with no areas excluded from representation. Listed below is the current distribution by area, the first number is residence, the second business address. Brentwood/Antioch/Pittsburg 2-1 Martinez 1-2 Pleasant Hill/Concord/Walnut Creek 6-7 San Ramon Valley 1-1 Lafayette/Orinda 5-4 Pinole/Richmond/San Pablo 1-2 Accordingly, for purposes of a representative PIC, none of the nominees appear to have more to offer than the others. The PIC Chair has requested the Board consider Steve Giacomi for this business vacancy. Mr. Giacomi is currently a PIC member, holding the economic development seat. Mr. Giacomi, the former Executive Director of PHEDC, has recently entered business for himself. As the President of .CALED, and a part time consultant to PHEDC, he is still appropriate as an economic development representative, but he would be more appropriate as a business member. If appointed to a business position, that would open the PIC economic development position for a new appointment. Since staff or members of economic development corporations, city, county or regional planning Commissions are eligible, staff anticipates no difficulty in filling the seat if it becomes vacant. Another nominee with PIC experience is Roy Elliott, a former PIC member. However, he is one of three nominees from the banking industry, and the current PIC already has two bankers represented - one from a large bank and one from a small bank. Both John Matheis and Eric Frank were on CETA Advisory Councils and have employment and training exposure, neither has been involved on the JTPA PIC. GIACOMI County Administrator Attached are copies of the Board Order appointing Mr. Giacomi to the PIC and of the Clerk of the Boards 8/25/86 Schedule of Vacanies. Mr. Giacomi was supposed to be appointed through 9/30/88. However, the Clerk of the Board lists his appointment as ending 9/30/86. We believe the Clerk of the Boards listing is incorrect and can be changed without additional Board action. If that is incorrect, a correcting Board Order needs to be drafted. PIC staff requested both in writing and verbally a 9/30/88 term. This was accepted by the Internal Operations Committee. The actual written Board Order is silent on the expiration date - it refers to the PIC attached staff memorandum. That memorandum identifies the requested 9/30/88 termination date for the appointment. Please review the attached and either have the Clerk's scheduled vacancy dates corrected or have a correcting Board Order processed. ACM:baj Attachments
