SUBJECT: public Hearing on Transportation Expenditure Plan
and Placement of Sales Tax Ordinance on the Ballot
SPECIFIC REQUEST S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Fix Tuesday, July 29, 1986, at 10: 30 A.M. in the Board' s
Chambers as the date, time, and place to conduct a public
hearing on whether the Board should adopt the recommended
County transportation expenditure plan prepared pursuant to
Public Utilities Code Sections 131050-131055 as proposed
to be added by SB 878 of the 1985-86 Regular Session of the
Legislature.
2. Fix Tuesday,. July 29 , 1986, at 10 :30 A.M. in the Board' s
Chambers as the date, time and place to conduct a public
hearing on whether MTC has approved, and a majority of
cities in the County representing a majority of the
population in the incorporated areas have adopted, the
draft County transportation expenditure plan, pursuant to
Public Utilities Code Section 131055, and whether the Board
should, therefore, enact a retail transactions and use tax
ordinance and call an election for voter approval of the
ordinance in conjunction with the November 4, 1986 General
Election, pursuant to Public Utilities Code Sections
131102-131104.
3 . Direct the Clerk of the Board to publish the attached notice
of the hearing in a newspaper of general circulation in the
County, pursuant to Government Code Section 6066.
BACKGROUND:
SB 878 by Senator Dan Boatwright is presently pending final
consideration on the Assembly floor, concurrence by the Senate in
amendments made by the Assembly and consideration by the
Governor. I:f SB 878 is approved by the Legislature and signed by
the Governor in its current form, it will take effect upon
signature by the Governor. SB 878 would authorize the Board of
Supervisors to place a proposition on the ballot asking the
voters to approve a 1/2 cent increase in the sal s tax to pay for

NOTICE OF PUBLIC HEARING
The Board of Supervisors will hold a public hearing on July 29,
1986 at 10:30 A.M. in the Board of Supervisors ' Chambers, County

Adnistration Building, 651 Pine Street, Martinez, California,
to consider: ( 1) the adoption of the recommended County
transportation expenditure plan prepared pursuant to Public
Utilities Code Sections 131050-131055 (SB 878) ; ( 2) a
determination whether the Metropolitan Transportation Commission
has approved, and a majority of cities in Contra Costa County
representing a majority of the population in the incorporated
areas have adopted, the draft County transportation expenditure
plan, pursuant to Public Utilities Code Section 131055; and ( 3)
the enactment of a retail transactions and use tax ordinance and
the calling of an election for voter approval of the ordinance in
conjunction with the November 4, 1986 General Election, pursuant
to Public Utilities Code Sections 131102-131104 .
The Board will consider any oral or written presentations that
may be made at the public hearing.
