RECOMMENDED ACTION: Award the Contract for the installation of new water distribution piping, and domestic water piping work at projects CA011001 Martinez, CA011002 West Pittsburg, CA011003 Antioch and CA011004 Brentwood to Champion Plumbing and Heating Inc. , as the lowest responsible bidder with their bid in the amount of $498,159.00, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: Funds for the water distribution piping have been budgeted in the Comprehensive Improvement Assistance Program Project CA-11-905 1983 budget of the Housing Authority. III. REASONS FOR RECOMMENDATION/BACKGROUND: Bids were opened on June 6, 1986 covering the installation of new water distribution piping and domestic water piping work for the housing authority's four oldest projects; Martinez, West Pittsburg, Antioch and Brentwood, all of which were completed in 1942. At its regular meeting on June 16, 1986 the Advisory Housing Commission voted to recommend award of the contract to Champion Plumbing and Heating Inc. , 281 Arthur Road, Martinez, California 94533 as the low bidder with their bid in the amount of $4985159.00. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners fail to respond positively to awarding this bid for new water distribution piping, and domestic water piping work for the Housing Authority' s four oldest developments, the funds allocated by HUD for this Comprehensive Improvement Assistance Program would be jeopardized and the Board of Commissioners would be acting in a manner contrary to its adopted position of providing decent, safe and sanitary housing for low-income families.
