RECOMMENDED ACTION: Authorize the Executive Director, Contra Costa County Private Industry Council, to execute on behalf of the County standard form Contract Amendment 4419-1072-2 with Acalanes Union High School District, effective June 24, 1986, to extend the contract termination date from June 30, 1986 to March 31, 1987 (new term of contract: 7/1/85 - 3/31/87), with no change in Contract payment limit, to permit utilization of unspent JTPA 8% monies for On-the-Job Training for JTPA eligible participants. II. FINANCIAL IMPACT: None. 100 percent federal funds. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: By its Order dated July 16, 1985 the Board authorized execution of Contract 4419-1072-0 with the above-mentioned Contractor for the twelve-month period beginning July 1, 1985 and ending June 30, 1986, for $119,070, to provide on-the-job training and job placement services for JTPA-eligible youths residing in Contra Costa County, excluding the City of Richmond. Further, by its Order dated January 28, 1986, the Board authorized execution of Contract Amendment 4419-1072-1 to increase the payment limit of this contract to a new total of $135,477 in order to utilize unallocated 1984-85 JTPA carryin funds. By written notification of April 23, 1986 the California State Department of Education informed Service Delivery Areas that 1985-86 8% Cooperative Agreements may be extended to permit expenditure of all remaining 8% funds allocated in 1984-85 and 1985-86. Approval of this Contract Amendment will permit the expenditure of these remaining 8% funds for On-the-Job Training for JTPA-eligible youth participants during Program year 1986-87. RECOMMENDED ACTION: Authorize the Executive Director, Contra Costa County Private Industry Council, to execute on behalf of the County, standard form Job Training Partnership Act (JTPA) Title II-A Contracts with five (5) existing service providers (Contractors) as specified in the attached "JTPA Title II-A Specifications Chart" for the twelve-month period \ beginning July 1, 1986 and ending June 30, 1987, subject to approval by County Counsel as to legal form. I1. FINANCIAL IMPACT: None. 100 percent federal funds. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: By its Order dated May 20, 1986, the Board authorized contract negotiations with the above listed contractors for the contract terms and payment limits indicated on the attached specifications chart. Negotiations with these contractors have been completed. The herein requested action will provide JTPA services/training for approximately 750 JTPA-eligible Contra Costa County residents. The Contracts with the four (4) PIC Regional Offices will provide services/training under the JTPA II-A Adult and Youth program. Whereas, the Tryout Employment Program for youths by the Contra Costa County Office of Education is an exemplary youth program under Title II-A of JTPA. RECOMMENDED ACTION: Authorize the Executive Director, Contra Costa County Private Industry Council, to execute on behalf of the County, standard form Job Training Partnership Act (JTPA) Contracts with the six (6) Contractors as specified in the attached "JTPA Specifications Chart," for the twelve-month period beginning July 1, 1986 and ending June 30, 1987, to provide job training services for JTPA-eligible residents of Contra Costa County, subject to approval by County Counsel as to legal form, and under terms and conditions as more particularly set forth in said Contracts: II. FINANCIAL IMPACT: None. 100 percent federal funds. III. REASONS FOR RECOMMENDATION/BACKGROUND: By its Order dated April 18, 1986, the Board approved submission of the County's federal program two-year 1986-88 Job Training Plan (County #19-8026-13) which included twelve-month (1986-87) JTPA funding for the following programs: 1) Title IIA 3% Older Workers; 2) Title IIA 6% Tri-SELPAS Project for handicapped youth; and 3) Title III Dislocated Workers At its meetings of March 17, 1986 and June 16, 1986, the County's Private Industry Council selected and/or designated the Contractors named in the attached specifications chart, to provide job training services under the above- mentioned Titles for program year 1986-87. These contracts will provide for Job Search Training, Classroom and On-the- Job Training services for approximately 153 JTPA-eligible Contra Costa County residents.
