SUBJECT: APPROVAL OF WORKFARE AGREEMENTS
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION
Approve Workfare Program Nonfinancial Worksite Agreements with the
contractors listed below effective July 1, 1986 until terminated and
authorize Director of Social Service Department to execute said
agreements.

II . FINANCIAL IMPACT
The agreements being recommended are nonfinancial (no cost) , but will
provide work slots for employable General Assistance recipients.
There are potential savings to the County if this program succeeds in
reducing the General Assistance rolls. This program also provides
valuable work to the community.

III . REASONS FOR RECOMMENDATION/BACKGROUND
The Board previously approved 17 of the 18 contracts listed as part of
the implementation of the October 9, 1984 Board Order which authorized
expansion of the General Assistance Employables (GA-E) Program--Board
Orders dated June 4, 1985, July 16, 1985 and October 29, 1985.
Addition of the proposed agreement with the City of Hercules will
increase the number of work slots allowing us to continue to provide
constructive work experience for General Assistance recipients.
Converting to open-ended agreements (one was previously approved by
Board Order dated April 15, 1986) will allow the Social Service
Department to operate the Workfare Program in an expeditious manner.
IV. CONSEQUENCES OF NEGATIVE ACTION
Failure to approve continuation of these workfare agreements would
effectively terminate the Workfare Program. Failure to approve the
proposed open-ended agreements would increase the costs of admin-
istering these agreements and the Workfare Program.
