Spooner, Contracts Administrator Costa DATE'. ryI�June 12, 1986 C SUBJECT: Approval of FY 1985-86 Amendments to 23 Alcohol/Drug Abuse/Mental Health Division Contracts SPECIFIC REQUESTS( OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chairman to execute on behalf of the County, twenty-three Contract Amendment Agreements effective June 25, 1986 to increase contract payment limits to cover the cost of extraordinary liability insurance increases for the Alcohol/Drug Abuse/Mental Health Division contractors specified on the attached List of Contract Amendment Agreements. II. FINANCIAL IMPACT: These Contract Amendment Agreements provide for a one-time supplement totaling $84,786 in County funds to cover liability insurance increases for the contractors specified above. These payment limit increases are for FY 1985-86 only and do not cause any change in the existing six-month automatic extension payment limits as specified in the contracts; i.e., for the period July 1, 1986 through December 31, 1986. The Contract Amendment Agreement with Bi-Bett Corporation also includes an addi- tional $5,225 in County funds to provide seven-day per week alcoholism recovery counseling services at the County Detention Facility. This amount is included in the Department's FY 1985-86 Budget for Cost Center 5700 (Detention Facility Infirmary) and does not cause any change in the existing six-month payment limit for the automatic extension period of July 1, 1986 through December 31, 1986 in the Bi-Bett Corporation contract. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: On June 3, 1986, the Board of Supervisors approved an augmentation in the amount of $84,786 for FY 1985-86 to cover increased insurance costs for certain Alcohol/Drug Abuse/Mental Health Division contractors and directed the Health Services Department to prepare necessary contract amendments. This action was based on the Board's March 4, 1986 approval of the Finance Committee report which recommended supplementing these contracts by the amount of the increased cost of insurance pre- miums attributable to the Health Services Department's service program activities.
