BOARD OF SUPERVISORS 1-037 FROM: Phil Batchelor Cwtra County Administrator �r,e,Fn DATE: June 18, 1986 C0^ SUBJECT: Legislation: Senate Bill 1523 (Seymour) SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt a position of support for SB 1523 by Senator Seymour. BACKGROUND: Under current law, the State Department of Alcohol and Drug Programs distributes funds to counties for the provision of alcohol and drug abuse prevention and recovery services. SB 1523 would appropriate $11,884, 000 to the State Department of Alcohol and Drug Programs to augment existing appropriations for the 1986-87 fiscal year. These funds would be distributed in such a way as to more nearly equalize the per capita allocation to each county. The Alcohol Program Administrator indicates that the County probably would not recover a substantial additional allocation for alcohol programs from SB 1523 since this County is already at or above the proposed equity formula. However, the County is substantially under-funded for drug programs and passage of SB 1523 would provide a substantial increase in funding for County drug programs. /The Alcoholism Advisory Board, the Drug Abuse Board, and the Mental Health Advisory Board, as well as Health Services Department staff, have recommended that the Board support SB 1523 , and this office concurs in that recommendation.
