SUBJECT: Solutions to Subregional Planning
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) at BACKGROUND AND JUSTIFICATION
Recommendation:
Contra Costa County should offer to participate with ABAG's
Regional Planning Committee using Contra Costa as an example
of developing solutions for regional and subregional
planning cooperatives.
Authorize the Community Development Director to work with
the Regional Planning Committee to develop leadership in
creating cooperative subregional planning among and between
the cities and county in Contra Costa.
Background:
The attached memo to the ABAG Regional Planning Committee
reports on a meeting of the Executive Board and the Regional
Planning Committee where the issue relating to a focus on
subregional cooperatives was discussed. It was explained
that communities throughout the region are discussing
various ways in which cities and counties can work on sub-
regional solutions to planning problems. It is hoped by the
members of the Regional Planning Committee that these
efforts will build up into true efforts to accomplish
regional planning. Basically, this is pursuing the theory
of regional planning from the bottom up.

Committee Subcommittee
The Subcommittee met on May 1, 1986 to review RPC's request for guidance on
its future role in encouraging cities and counties to plan together to
resolve subregional problems. Current examples of cities and counties
working together on common problems in Alameda, Contra Costa, Marin and
Santa Clara Counties were summarized in a staff paper. In most cases the
need to manage growth and the problems created by uncoordinated local land
use decisions--primarily traffic congestion--had prompted their coming
together. Methods being considered for an increased city role in
countywide planning range from minimal involvement in an advisory capacity
to formation of a JPA whose veto would be binding on local project
proposals deemed inconsistent with a plan prepared and adopted by the JPA.
Some of these efforts are looking at comprehensive growth management plans
which involve balancing jobs, housing and transportation. Others are
concerned solely with traffic management or siting waste disposal .

The subcommittee will meet with RPC on June 4 to explain their
recommendations further and discuss next steps.
