HomeMy WebLinkAboutMINUTES - 06101986 - T.6 T.6 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on June 10 , 1986 , by the following vote: AYES: Supervisors Fanden, Schroder, Torlakson and Powers NOES : None ABSENT: Supervisor McPeak ABSTAIN: None -------------------------------------------------------------------- -------------------------------------------------------------------- SUBJECT: Hearing on proposed Transportation Systems Management Ordinance for the Pleasant Hill BART Station area The Board on May 20 , 1986 continued to this date the hearing on the proposed Transporation Systems Management ordinance for the Pleasant Hill BART Station area. Supervisor McPeak reviewed the proposed ordinance as revised and explained the various provisions for reducing single occupant vehicles, reducing peak hour traffic, getting more vehicles off the streets, providing for the establishment of an advisory committee, as well as enforcement procedures and penalties for non-compliance. Supervisor Schroder expressed concern that the non- conformance penalties might be punative and unliveable, and that the standards set might be unreachable. This being a continued hearing, the Chair called for any comments. Sandford Skaggs advised that the developers had previously agreed to conditions requiring TSM and that they support the ordi- nance with a few changes, including providing for the posting of bonds or letters of credit to guarantee implmentation of the TSM program. He requested that this hearing be continued for two weeks to allow input from a June 19 , 1986 meeting being arranged by Duffel Financial Corporation with the hope that the ordinance can be extended to the people working in the Duffel buildings. Merle Gilliland, President of the Contra Costa Centre Association, requested that the hearing be continued until after Duffel has his meeting on June 19 , 1986 . He also addressed the com- position of the committee as outlined in the proposed ordinance, suggested adding a representataive from Duffel' s Hookston Square Area, and urged the Board to withold appoiontments from the cities entitled to a member until those cities have adopted a TSM ordinance . Supervisor McPeak noted that the Hookston Square employers could serve on the committee under the existing provision for employers. Supervisor McPeak recommended that the Board introduce the ordinance as amended to include the bonding provisions suggested by Mr. Skaggs, provision for one member each for the cities of Walnut Creek and Pleasant Hill, and fix June 24, 1986 at 10 :30 a.m. for adoption of the fiinal version of the ordinance.
