HomeMy WebLinkAboutMINUTES - 06101986 - T.5 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on June 10, 1986, by the following vote: AYES: Supervisors Fanden, Schroder, McPeak, Torlakson and Powers NOES : None ABSENT: None ABSTAIN: None RESOLUTION NO. 86/ 380 (West's Water Code App. Ch.63, Sec. 12.2 and 12.3 SUBJECT: Amendment of the Drainage Area 29H Plan, Antioch/Oakley Area. Project No. 7569-6D8212 The Board of Supervisors of Contra Costa County, as the Governing Body of the Contra Costa County Flood Control and Water Conservation District, RESOLVES that: On April 1 , 1986, this Board set a public hearing proposing to amend the drainage area plan for the Contra Costa County Flood Control and Water Conservation District Drainage Area 29H. On June 10, 1986 , pursuant to the Board' s order of April 1 , 1986, this Board held a hearing to consider the amendment of said plan. All written and oral objections presented concerning the proposed Amendment of the Drainage Plan were considered. This Board FINDS that any valid written protests filed do not represent more than one-half of the assessed valuation of. real property contained in Drainage Area 29H. This Board also FINDS that no written petition for an election, signed by at least 25 percent of the registered voters within Drainage Area 29H, has been filed. It appears from the affidavits of publication on file with this Board that all notices required to be given for such a hearing have been duly and regularly given and all procedures to be followed have been followed, all in accordance with Sections 11 and 12.3 of the Contra Costa County Flood Control and Water Conservation District Act. This Board hereby certifies that the Negative Declaration submitted to it by the Public Works Department as to the environmental impact of the proposed Drainage Area 29H plan amendment has been completed in compliance with the California Environmental Quality Act, and it has reviewed and considered the comments, responses, and the information contained therein. This Board hereby FINDS that good cause exists for, and APPROVES , the amendment of the Contra Costa County Flood Control and Water Conservation District Drainage Area 29H Plan and ORDERS that said amended plan, shown on the map entitled "Drainage Area 29H, Boundary Map and Amended Drainage Plan", dated April 1986 , is INSTITUTED and the Clerk of the Board of Supervisors is DIRECTED to file said pian. As the governing body of Contra Costa County Flood Control and Water Conservation District, adopt the following policy with regard to the operation and maintenance of the Vine Hill Road infiltration basin. a. The existing basin will continue in use until the ultimate downstream basin and connecting storm drain are constructed. b. A staff gauge will be installed at the existing infiltration basin site and the basin water surface will be routinely monitored during storms. C. When the basin water level exceeds 12 inches in depth, install barricades and yellow warning cordon ribbon. d. When the basin water level exceeds 18 inches in depth, commence pumping operations to the Stirrup Drive basin to maintain the water depth at' the Vine Hill Road basin to less than 18 inches. 2. As the Board of Supervisors of Contra Costa County appropriate $7,000 in Special District Augumentation Funds to the Flood Control District for purchasing portable pumping equipment and to install an underground sleeve across Vine Hill Road. FINANCIAL IMPACT- After an initial cost of $7,000, the annual operation costs for the Vine Hill Road basin is estimated to be $5 ,500. The above solution is a blend of options 1 ,3 and 7 and represents the least cost solution. CONSEQUENCES OF NEGATIVE ACTION: In the absence of an operating policy, staff would have no direction for handling ponding in the infiltration basin during wet weather conditions. r bo:fcbs.28.t5
