HomeMy WebLinkAboutMINUTES - 06101986 - 2.6 JOINT RESOLUTION OF THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY AS -THE-GOVERNING BODY OF "M" COUNTY SERVICE AREAS Re: Countywid16( Consolidation ) of Lighting Services ) RESOLUTION NO. 86/" 39 The Board of Supervisors of Contra Costa County, as the governing body of "M" County Service Areas, resolves that: 1. This Resolution is to apply to the Local Agency Formation Commission of Contra Costa County (LAFCO) , pursuant to the Cortese-Knox Act (Gov.C. §56000 et seq. ) , to have LAFCO initiate proceedings for a reorganization consisting of annexations to County Service Area L-100 of the territories of the following M County service areas which provide lighting services : M-3, M=71 M-12 , M-13 , M-14 , M-16, M-20, M-21 , M-22 , M-23 . The exterior boundaries of the territories to be ,,annexed are the boundaries of the aforesaid M Service Areas, as shown in the Assessor ' s and Public Works Department' s maps for "M" service areas, as on file and available in the offices' iof the aforesaid Departments . 2 . The plan for providing services, furnished by the County, is attached as Exhibit B hereto. 3 . The reason for this proposal is that it is a step in the process of consolidating all lighting service provided by county service areas in this County into one county service area, designated L-100, in order to increase the efficiency of pro viding lighting service and more equitably allocate the costs of such service. 4 . Proposed conditions of the Reorganization are that: 1) Upon the annexation of the affected territories to L-100 , the board of supervisors eliminate the lighting services presently provided by the affected M service areas, and-,2) that the property, other assets and personnel used for street lighting services in the affected M service areas be transferred to and used by L-100 . 5 . This Board believes this proposal is consistent with the sphere of influence which is being established for County Service Area L-100. 6 : The Board of Supervisors hereby requests that the Local Agency Formation Commission take proceedings for this proposal, pursuant to the Cortese-Knox Act. C l! , Deputy \ RESOLUTION NO. 86/339 f' EXHIBIT PLAN FOR PROVIDING SERVICES The following information is provided pursuant to Government Code Sec . 56653 : 1 . Description : Street lighting services will be provided as they currently a,re , however , they will be provided by one consolidated Service Area . 2 . Level of Service : Street L.ighting services will not be changed . Generally , services will continue at the same level as they currently are . 3 . Extension of Services : Street Lighting services are currently being provided to all affected parties within the proposed consolidation . 4 . Required Improvements : No additional street lights or change in services will be necessary as a result of consoli - dation . 5 . Financing : Currently street lighting services are financed' through property tax revenues , and/or augmented by a " fee " . The fee is a levy on those residents , property owners , and businesses within the existing boundaries . This fee makes up for any shortfall from the funds necessary to finance the electric bills for the street light facilities , and a small overhead cost for administering the districts . exha . strlt .consol
