HomeMy WebLinkAboutMINUTES - 06101986 - 2.3 To BOARD OF SUPERVISORS FROM: Phil­ Batchelor , County Administrator CWra Costa DATE: June 4 , 1986 C ^ SUBJECT: Payment of Stipends to Area Council Members and Funding of Community Services Administration SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION Acknowledge receipt of report from County Administrator submitted in response to Board referral relating to payment of stipends to Community Services Area Council members and funding of the Community Services Administration. BACKGROUND On April 29 , 1986 Mr. Willie Dorsey, Chairman of the North Richmond/Iron Triangle Area Council, wrote to the Board with respect to funding of Area Councils and the size of the administrative component of the Community Services Administration budget. This communication was referred to the County Administrator for review. In our consideration of these matters, it was determined that Mr. Dorsey' s letter, in part, reflects the fact that available funding for the Community Services Administration Area Councils has been reduced to $1,000 each annually. Formerly a sufficient amount had been allocated so that funding was available to allow for Area Council stipendiary payments of $10 per meeting for as many meetings as might be required throughout the year. As long-term Chair of the North Richmond Neighborhood Council, Mr. Dorsey has seen funding for stipendiary payments be reduced to the current level. Stipendiary payments have been determined, through correspondence with the State Office of Economic Opportunity however, to be optional, not a requirement with respect to citizen participation in the CSA program. To put expenditures of the Community Services Administration, and especially the administrative component of the budget of that department in perspective, our office compiled a tabulation portraying the CSA budget and the number of administrative and total positions for each of the last six fiscal years. A. copy of this tabulation is attached. During this period of time, overall CSA revenues have increased substantially largely reflecting increased grant allocations for the Home Weatherization Program, whereas the block grant program has increased only from $49 , to $673 ,665 during the period. Of these 8 . 3 positions, the Community Services Administration itself is allocated only 3 .7 positions, basically allowing only for the position of Director, Administrative Services Officer, a secretary and part-time program planning and monitoring assistance. The principal change in overall funding over the several years has clearly been in the housing and energy fields with grants increasing from $273 ,090 for that purpose in 1982-1983 , to $1,492, 000 for the 1985-1986 fiscal year, of a total program of $2, 634, 500. Further review and consideration of CSA funding is suggested in connection with adoption of the final budget for the 1986-1987 fiscal year.
